1. Name
Image and MultiDimensional Signal Processing (IMDSP) Technical Committee
(TC)
2. Purpose
To promote and guide the advancement of image and multidimensional signal
processing field.
3. Field of Interests
The field of interests of the IMDSP TC shall be those that are listed under
the EDICS of Categories of IEEE Transactions on Image Processing and under the
Multidimensional Signal Processing subcategory of IEEE Transactions on Signal
Processing
4. Scope of Activities
(a) assist in the review of papers submitted to SPS conferences.
Procedure: TC chair, upon request of the conference technical program chair,
shall coordinate the paper review for ICASSP in the IMDSP area. TC chair shall
also help forming the Technical Program Committee for ICIP and other SPS sponsored
conferences. All current TC members shall participate in paper review. As an
aid to archives and future chairs, the TC Chair shall keep a current list of
IMDSP reviewers together with their ICASSP and ICIP EDICS preferences for use
in ICASSP reviewing and for sharing with ICIP Program Chairs.
(b) organize and operate independent workshops, or sessions at technical
meetings of the Society.
Procedure: In compliance with SPS conference organization manual prepared
by SPS conference board. The technical focus and chair of the workshop must
be approved by the TC.
(c) make nominations for Society awards
Procedure: TC chair shall appoint a nomination subcommittee to recommend
SPS society awards and SPS paper awards within the technical field of interests
of IMDSP TC. All nominations must be approved by the TC.
(d) assist selection of SPS Distinguished Lecturers.
(e) assist Editors-in-Chief of Signal Processing Society (SPS) Transactions
and Signal Processing (SP) letters, and editor of SP Magazine in recruiting
qualified associate editors.
Procedure: The recommendations must be approved by the TC.
(f) assist in the development of appropriate IEEE standards within scope,
according to the rules and procedures of the IEEE.
Procedure: Upon request by IEEE or recommendation of TC members, TC chair
shall appoint ad hoc subcommittee to participate in the standard development
activities.
(g) assist in proposing and organizing ICIP
Procedure: the TC shall seek and encourage proposals for future ICIPs. Proposals
should first be submitted to the TC for approval and approved proposals will
be forwarded to the Conference Board. The following responsibilities regarding
ICIP were approved by the SPS Conference Board on 13 May 1998:
* The TC is responsible for approving the Technical Program Chair or Co-chairs.
Either the Chair or one of the Co-chairs must be a current or former member
of the TC.
* The TC is responsible for approving the technical topics to be included
in the Call for Papers.
* The TC is responsible for approving the review process for papers submitted
to ICIP. Members of the IMDSP TC along with appropriate members of the Multimedia
Signal Processing (MMSP) TC will serve as the "core" reviewers of papers submitted
to ICIP. All other reviewers require approval by the TC.
* At least two members of the TC must be in attendance at the meeting where
the papers that make up the
final program for ICIP are selected.
5. Membership
The technical committee members shall be current SPS members of good standing,
and be elected by the members of the technical committee itself. The IMDSP TC
shall consist of 30 members plus the Chair, Vice Chair, and Past Chair. Ordinary
members and officers together constitute the voting members. The Editor-in-Chief
of the IEEE Transactions on Image Processing shall be a nonvoting Ex Officio
member. Each member shall ordinarily serve one 6 year term. A member whose term
expires will be eligible for reelection after 1 year. Membership on the TC may
be terminated after only 3 years by the TC Chair if the Chair and Vice Chair
concur that the member has been inactive in the sense of little or no participation
in TC responsibilities. A terminated member will be immediately eligible for
reelection.
6. Member election procedure
(a) Memberships of 5 current members will expire each year at the time of
ICASSP and 5 new members will be elected. Each year the election shall be held
just before the annual ICASSP meeting. in November or December and the members-elect
will take office at the subsequent ICASSP meeting. The number of candidates
may be
adjusted in order to ensure a membership 30 (not counting officers or Ex Officio
members).
(b) Nomination of candidates for new TC membership can be made by all current
TC members. The TC chair and vice-chair will be responsible to publicize the
rules of nomination and prepare a ballot for vote.
(c) Nominations will be open to all SPS members with good standing. Each
nominee must be contacted by the nominator to see if they are available to serve
if elected.
(d) The 5 candidates who receive the highest number of votes will be elected.
In the event of a tie, a runoff email election will be conducted.
(e) The election will be conducted by e-mail, unless another means is proposed
and approved by the TC.
7. TC Chair and Vice-chair
The Chair and vice-chair shall be nominated by the Technical Committee itself
, following the procedure described in Bylaw 8, and appointed by the Society
Executive Committee. The term of office of the chair and vice-chair shall be
no more than two calendar years, unless otherwise designated by the Board of
Governors.
The Chair and Vice Chair will maintain a roster of the membership and communicate
the Technical Committee's activities to the President-Elect of the Society.
The Chair and Vice Chair shall maintain a list of reviewers for ICIP along with
ICIP and ICASSP EDICS. The TC itself forms the core collection of reviewers
for ICIP.
As a voting TC member, the term of the TC chair shall be three years after
being elected (two years as TC chair, one year as the past chair).
8. TC Chair and Vice-Chair Nomination Procedure
a. The Chair and vice-chair are elected for a single term of two years.
b. Election of new Chair takes place approximately three months before the
term expires.
c. The election is organized by a chair-election subcommittee consisting
of the current Chair, the past Chair, and any additional TC members whom the
Chair might choose to appoint. The chair-election subcommittee nominates one
or more chair and vice-chair candidates.
d. Any member of the TC may nominate another TC member (who agrees to serve).
e. The election is conducted by secret email ballot.
f. If none of the candidates receives more than 50% of votes, voting is repeated
with only the top two candidates.
g. At least half of the committee members must cast a vote.
9. Technical Committee Meeting
The technical committee will meet at least twice a year: once during ICASSP,
once during ICIP. It will also hold
meetings at all official IMDSP workshops.
A quorum of the TC shall be one-half of the voting members.
TC approval requires a majority of the votes cast by the quorum.
10. Amendment
(a) Suitable bylaws and amendments thereto may be adopted by a two-thirds
vote of the members of the Technical Committee present at a regularly convened
meeting of the committee provided that a quorum is present. Bylaws and amendments
may also be adopted by an email vote receiving approval by 2/3 of the members
of the Technical Committee.
(b) Following the adoption by the technical committee members, the proposed
bylaws or amendments shall become effective after it is approved by the SPS
Board of Governors.
