Manjunath, Pierre Moulin, Robert Nowak, Antonio Ortega, Thrasyvoulos Pappas, Ioannis Pitas, Majid Rabbani, Kannan Ramchandran, Robert Safranek, Luis Torres, Josiane Zerubia Guests: Keith Knox (ICIP-02), Amy Reibman (ICIP-02), Kai-Kuang Ma (ICIP-04), Jeff Rodriguez (ICIP proposal), Ed Delp (past TC chair) We had a quorum (20 voting members present, out of 34) (1) ICIPs: ICIP-2001 (Thessaloniki, Greece) Report by Ioannis Pitas (General Chair): Books closed ICIP-2002 Report by Keith Knox and Amy Reibman (Technical Program Co-Chairs): 1300 submitted papers, 670 accepted (55%) There were several comments and suggestions regarding paper reviews: - many papers assigned "3" do not get accepted - there should be comments in all reviews - there should be more thorough reviews - use 6 levels (strong accept, accept, weak accept, weak reject, reject, strong reject) - maintain statistics (how many papers accepted and at what average grade); make them available to reviewers - add "could not access paper" option, so that program chairs are immediately (and automatically) notified ICIP-2003 (Barcelona, Spain) Report by Luis Torres (General Chair): - Finnish company for technical program - Reviewer list was obtained from CMS without EDICS info, due to technical difficulties - New, improved web page design - 5 tutorial proposals and 5-6 proposals for special sessions already received - venue issues resolved (same as originally proposed venue) - opened account on behalf of IEEE local section (opening an account outside US very difficult) ICIP-2004 (Singapore) Report by Bob Gray and Kai-Kuang Ma - convention center confirmed - contract expected to be signed soon - still building conference committee - Finnish company for technical program - comments about ICIP/ICASSP list ownership (discussion postponed to end of meeting) ICIP-2005 (Genoa, Italy) No report Pitas mentioned that everything is progressing well ICIP-2006 (Atlanta, Georgia) Brief report by Yucel Altunbasak Since no proposal was presented at the meeting, or had been previously circulated, the TC could not "vet" ("pre-approve") proposal before it was presented to the CB (By Monty Hayes). The TC will vote on the Atlanta proposal by email. ICIP-2007: There have been discussions about two proposals, one in Southern California (Antonio Ortega, Richard Leahy, Jay Kuo, Manjunath) and one in New Orleans (Jeff Rodriguez). Ortega said that no formal proposal was ready. Rodriguez presented proposal for New Orleans; since no technical program chairs were specified at the time, the TC could not vote on the proposal; generally favorable comments were expressed. ICIP-2008: Interest to organized ICIP-2008 (or later) was expressed by three different groups: Amsterdam/Brussels (Macq, Delp), Brazil (Queiroz), and South Korea. - IMDSP workshops: Proposals are needed. Ed Delp and Chuck Creusere expressed interest in organizing workshops in the near future. Feng Zhao's (PARC) workshop on distributed sensors and collaborative signal processing will only request technical sponsorship from our TC. - ICIP/ICASSP reviewer lists The TC voted unanimously (19 yes votes) a formal motion to the CB, regarding ICIP reviewer lists, paper submission lists, attendee lists, and mailing (for invitation to attend) lists. It should be part of the contract that the conference management company signs with the conference organizers and IEEE that an "ASCII, tab separated file containing NAME, EMAIL, CONTACT INFO, and ICIP/ICASSP EDICS INFO (for reviewer list)" be given to the IMDSP TC and the SPS society at the conclusion of the conference. - Update of the IMDSP TC Bylaws (Bob Gray) The TC voted unanimously (18 yes votes - one member left early) to approve the Bylaw modifications drafted by a subcommittee consisting of Gray and Pappas. - Awards (Bob Gray and B.S. Manjunath) There was a long discussion of the awards procedures. The discussion was centered around the revised awards procedures drafted by the awards subcommittee (Chou, Gray, Manjunath) and an alternative proposal from Pierre Moulin. The main issue was the number of votes required for the selection of the first paper for an award, as well as the possible selection of a second paper. One of the suggestions was to have separate votes for the two papers that remain after the preliminary voting. The awards subcommittee will draft another proposal for the TC to vote on. - IMDSP TC Elections: Nominations should be forwarded to the TC chair. - ICASSP review procedure: Each TC member will be asked to review papers for ICASSP-03.
