(Ortega), Alexandria, Egypt (Karam), Brussels (Macq) were discussed. + Awards (Manjunath) The TC discussed the following topics: i) 50% of the TC's positive vote requirement and the related issue of TC participation in the voting, ii) discussion of nominations at ICIP TC meeting, and iii) increasing the window of eligibility for papers to 5 years. There was a long discussion on these topic that was not conclusive. Several proposals were made but there was not a general agreement to change the current system. More specifically, the consensus was that all TC members should be encouraged to vote, and that this would tend to eliminate the problem of papers receiving a majority but not a sufficient percentage of TC positive votes. The topic of discussion of papers will be again discussed (at the ICASSP 2005 TC meeting). Finally, any changes to the window of eligibility would have to be approved at the society level. This has been discussed with the current SPS awards board chair, Rama Chellappa, and could be considered by this board in the future. + IMDSP Election (Ortega) The TC agreed to elect 6 new members in 2004, and another 5 in 2005.
