Adcom Meeting

July 23, 2002

Chair Report

Joann mentioned that Roger Dugan and Ali Abur are the new editors for the Transactions. Since the PES meeting structure has changed, the PSACE Adcom has decided to meet once a year at the General Meetings. The first one is the General Meeting 2003. It is also decided that the Adcom will meet through teleconference for a second meeting when it is necessary. The motion was approved. It is also suggested that CAMS meet at PICA. T&D has established a new subcommittee on power quality. It is decided that Dr. Surya Santoso will be invited to serve as the representative for PSACE. Kevin Tomsovic will invite Surya. PSACE subcommittee chairs should join the Standards Association to be eligible to vote on standards.

Vice Chair Report

Marti reported that PES conference papers will be handled electronically starting from the Toronto meeting. He also mentioned that there is a new publication from PES, "Power & Energy Magazine," which will be distributed electronically. Panel sessions should use power points. PES will ask panelists to submit the slides and distribute through PES. He also reminded that panelist summaries must be submitted in order for the panelist to be listed in the program.

Sec'y Report

Chen-Ching reported that the prize paper award forms will be sent to PSACE editors and subcommittee chairs for nomination. He also reported that PSACE Fellow WG ranking to PES Fellow Committee was not submitted this year. Chen-Ching mentioned that Risk, Reliability subcommittee scope is missing in the PSACE operating manual. He also requested the subcommittee member lists from the chairs before July 31, 2002. In the future, an invitation letter will be sent by the PSACE Chair to new members approved by the Adcom. At this meeting, the following new members are approved by the Adcom, Andy Ford, PJM Hisao Taoka, Mitsubishi Electric, Japan Chan-Nan Lu, National Sun Yat Sen University, Taiwan

Standards - Cliff Grigg

Cliff reported that all materials must be electronic. New standards are being developed on Internet security. A survey on IEEE standards on electronic security issues will be conducted. PSACE needs to appoint a representative on the task force. Cliff will be the representative for now. PSACE has two existing standards that will not be affected.

Emerging Technologies - Edwin Liu

Edwin will email emerging technologies draft to Chen-Ching. The report will be forwarded to the Adcom.

Policy development - Marti Baughman

Marti will send a report of the policy development meeting to Chen-Ching.

Summary of Subcommittee Reports:

Ross Baldick:

Subcommittee is interested in engineering issues related to markets. A joint task force is established on terms related to markets.

Sandoval Carneiro:

Subcommittee is concerned that the attendance of the subcommittee is low. Combined paper and panel sessions will be organized for GM 2004.

Kevin Tomsovic:

Two panel and 2 paper sessions were organized for the SM 2002. Two panel sessions are planned for the next meeting - data mining and multi-agent systems. A new task force on intelligent data analysis is chaired by Surya Santoso.

Cliff Grigg:

Two paper and two panel sessions were organized in SM 2002. Bob Fletcher will head a task force. The effort will be coordinated with Distribution Subcommittee. Ross suggested that test systems be included.

Edwin Liu:

Two paper sessions, 2 panel sessions and 1 poster session were organized for SM 2002. The number of papers is lower than before.

CAMS has been active in PICA. The conference is evolving into Power System Conference and Exhibit. Edwin needs to know which committees will meet at the even year conferences. He needs inputs from the Adcom.
