Any roadmap leading to success is composed of multiple steps that are necessary to enable new markets.  To navigate though the whole process Vision, Science, Technology and Engineering need to synergistically, and yet mostly sequentially, take the leading role in order to create new products.  The semiconductor industry is an example of this methodology.  Historically individual companies led each step of this process but in the past 20 years a cooperative and distributed model has emerged.  The ITRS has become the common reference document providing a pre-competitive reference throughout this long but rewarding process.
