The meeting was chaired by Jeff Friedhoffer.

Executive reports:

Chair

  1. John Dentler, Carole Carey, and Jeffrey Friedhoffer attended the regional meeting. John took minutes. John received an award from the regional activities board (RAB). Region is in financial difficulty in part because of recent "tax" imposed on it by IEEE HQ. October meeting of RAB will be held in Baltimore. However, it may not be held because the region cannot afford it.

  2. Need to put mechanisms in place to recognize the efforts of individuals and institutions. Identify who should be recognized as "friends of IEEE." Put announcements of awards, and membership milestones (Senior Member & Fellow) on web page. Tom Patton to lead this effort.

  3. Next section congress in Tampa FL. Need to obtain funds from the region to support delegates at this meeting. Set aside about $1000/person plus obtain about $500/person from the region.

  4. SAC conference to be held in Salisbury MD this year. Jeffrey Friedhoffer is setting up a meeting with student chapter leaders.

  5. Section submitted end-of-year reports to IEEE HQ in time.

  6. Leadership training workshop on March 29.

  7. Jerry Gibbons indicated that the Washington section does jobs fairs. The Baltimore section should participate.

  8. Compilation of list of companies that employ IEEE members has been completed.

  9. Baltimore Section’s centennial year is 2004.

Vice Chair’s (Hoosam Bandukwalla) report: None.

Treasurer’s (Boris Gramatikov) report:

  1. Balance as of March 10 is $24632.62.

  2. UMCP will cut a check for $250 for advertisement in Newsletter.

  3. Signature cards sent to IEEE and Sun Trust, but need official letter from Section to obtain forms to transfer signature authority. Section sends the forms to Mike Sosa for signature and the bank will transfer signature authority.

  4. There is only one tax-exempt ID number for all of IEEE. This should be provided to Chapter treasurers and to Neville Jacobs and Tom Patton.

Secretary’s (Brian Sequeira) report:

  1. Presented minutes of the meeting of February 10. A motion to approve by John Dentler was seconded by Bill Dixon and carried unanimously.

  2. Clarifications: John Dentler asked: "Are there any accounts that are not in concentration banking?"

    Boris Gramatikov asked: "If there are such (Chapter) accounts outside concentration banking how do we close them?"

    Jeff Friedhoffer replied: "Qureshi will let us know which accounts are still pending consolidation."

    On a different question Tina Kohler asked: "How does a Treasurer handle funds for WIE events? To which entity do event participants make out check? Washington section? Baltimore section? IEEE HQ? Other?"

    Response: Have event attendees make checks out to WIE.

    Director’s and Chapter Chair reports

    Student Activities (Neville Jacobs):

  3. PES dinner was canceled due to inclement weather and cost us the opportunity of getting more teams to participate in the Robot Challenge. Nevertheless, we picked up another school (Walter Johnson HS) and another team from Western T&E. This brings the total number of participating schools to 19. Within these schools we have 43 × 2-leg robots, 7 × 4-leg robots, and including 8 automation robots.

  4. We have received checks from Glenelg HS ($39), Bowie HS ($49), and Pikeville HS ($49) for a total of $137. We also received a check from Kansas City (219.28). We still await outstanding payments from Charles Flowers HS ($706) and Istambul ($1162.82).

  5. Six midshipmen form the Naval Academy have agreed to serve as judges for the performance run at the Challenge. Need more judges for the event. We have lost some judges who helped out in previous years. A list has been passed around and we ask for help in contacting persons on this list, and any others who may be willing to help.

  6. Need to make out a check for $75 to the Baltimore Museum of Industry to cover advertising for the program.

  7. The venue for the Robot Challenge on Sunday is changed from the Main building to the Fireplace room on the lower level of the auxiliary brick building. Event is on Saturday, March 29, between 9:30 am and 3:00 pm, and on Sunday, March 30, between 1:00 pm and 3:00 pm. Volunteers should plan to arrive at least half an hour earlier.

  8. Neville’s expenses this month: $35.22 to be reimbursed by section.

John Dentler rejoinder: Section has been organizing Robot Challenge for the past 7 years, but needs an influx of new people. Urge Chapters to draw volunteers from their Society pools. We could re-structure mentoring so that we assign mentors to schools from the get-go.

Annapolis: (David Boyd)

Optical Waveguide Devices for Communications and Sensor Applications
By Marta M. Howeton, Naval Research Laboratory, Optical Waveguide Section

This presentation addressed ongoing research in optical waveguide devices at the Naval Research Laboratory, with an emphasis on optical modulators and their role in communication and sensor applications. Systems discussed includde RF photonic links, where an RF signal is impressed on an optical carrier and transmitted over optical fiber, and free space communication links. Desirable modulalor characteristics, such as low drive voltages, high operating frequencies, and low optical losses, were related to device design and application.

ESB and Publications (Carole Carey)

  1. ESB held meeting on Wednesday. Next meeting on March 12, 2003 at the Engineer’s Club at 7:30 am.

  2. There is no rental charge for use of the mansion for business meetings. However meetings that serve food/beverage, must use the mansion’s catering service.

  3. The Engineer’s Club has new officers
