New Jersey Light Rail

This presentation will review light rail technology and address concepts and methods associated with public/private partnerships in progressing passenger rail public works projects.

Light Rail Transit (LRT) is a mode which fits between conventional heavy rapid transit (e.g. WMATA), and Streetcar. Since the late 1970’s LRT has experienced significant growth in North America. The Light Rail mode has the broadest range of technologies and affords the design and operating communities an extremely wide spectrum of choice in "applications engineering." Two modern New Jersey systems, the high capacity Hudson Bergen Light Rail and the lower capacity, high speed South Jersey River LINE, illustrate the range of capacitites available. Both New Jersey projects involved Design Build Operate Maintain (DBOM) contracts. The presentation will include a discussion of advantages and challenges associated with transit DBOMs as well as other means of achieving greater private sector involvement.

Alfred E. Fazio, P.E., has 30 years of executive experience in public and private sector companies. He has hands-on experience in engineering analysis and design, railway construction, and operation. He is currently the general manager of Southern New Jersey Light Rail, a commingled freight and light rail operation. Since taking this position in November 2006 he has raised on-time performance from 95 percent to more than 99 percent, raised fleet availability by 10 percent, initiated new service, and maintained a high level of customer confidence and satisfaction.

He was previously president and CEO of Twenty First Century Rail where he directed all aspects of the design, construction, and operation of the billion dollar plus Hudson Bergen Light Rail. As Amtrak’s assistant chief engineer for New York improvements he established an organizational unit to execute all major improvements between Rahway, Long Island and New Rochelle. This included more than three billion dollars of construction on NECIP, LIRR, and NJ Transit while maintaining approximately 1,000 daily revenue train movements.

He has also participated in the revision of Federal Track Safety Standards leading to the development of track standards for High-Speed Rail. He is the author of a book and more than 20 papers and a veteran of the U.S. Navy. He holds civil engineering degrees from Villanova University, Drexel University and University of Pennsylvania.
