More Info: The Silver Fox UAV was developed to give the Navy a low cost a bird’s eye view during operations. As the U.S. began preparing its forces for Operation Iraqi Freedom, the Department of the Navy called on the Office of Naval Research (ONR) to help find immediately deployable solutions for some Navy and Marine Corps needs. ONR’s Tech Solutions office, which finds quick technology solutions for the Navy and Marine Corps, developed a small unmanned aerial vehicle (UAV) that could give Marines up-to-date imagery on the battlefield.

Sea Surface Velocity Vector Retrieval Using Dual Beam Interferometry: First Demonstration

Over the past two years, the Naval Research Laboratory and the University of Massachusetts (UMass) have been engaged in a collaborative development of dual beam radar interferometry as a method of remotely measuring ocean surface current vectors. In this technique, two independent, along-track interferometric SARs (AT-INSARs), one squinted forward and the other squinted aft of the flight track, are used to extract the full vector surface velocity with only a single aircraft pass. With a standard, single beam AT-INSAR, two (nominally orthogonal) passes are required to estimate the full velocity vector. The experimental effort has centered on the UMass Dual Beam Interferometer (DBI), a C-band system that is fully contained in an aircraft wing pod. This presentation will report the results of a March 2004 DBI deployment over tidal inlets off the coast of Florida in which the technique was demonstrated for the first time. The results of theoretical studies related to the extraction of surface currents from the INSAR measurements will also be summarized.

Keys to Success in Project Management

The four-speaker panel will include experienced project managers and engineers in an interactive discussion of project management success factors.

Doug Holly is vice president of the Technology Projects Group at Acterna, a telecommunications test and management provider. He is responsible for business development and management of customized customer applications. He has authored several papers and conducts training on project and engineering management. Prior to coming to Acterna, he was a manager at IBM Federal Systems, responsible for the development of avionic computers and systems for the federal government. Holly is a member of the Project Management Institute (PMI) and a Senior Member of IEEE. He is the chairperson of the local IEEE Engineering Management Society and also the chairperson of the local IEEE Communications Society.

Georgia Lindroth holds a senior management position in information technology at Defense Information Systems Agency (DISA). She is certified in Program Management in the Department of Defense. Prior to her move to the government, she held project management positions at Digital Equipment Corporation and COMSAT. Lindroth serves on the board of the Project Management Institute, Washington D.C. Chapter, where she has held various offices over the past 15 years.

Dr. Katy Johansson currently leads the Worldwide Cost Data group at ExxonMobil, which gathers and analyzes capital project material, engineering, and labor costs for locations throughout the world. Prior to working at ExxonMobil, Dr. Johansson spent 10 years as a consultant to Fortune 500 companies, providing capital project benchmarking, work process training, and engineering software tools implementation. She started her professional career as a research scientist for the Eastman Kodak Company in Rochester, New York. She has a Ph.D. in Chemistry from the University of Rochester.

Linda Milton is senior manager, program management, for Raytheon. She started her career as an officer in the U.S. Air Force and has worked in the defense industry for more than 20 years. Her most recent achievements are associated with managing a +$50M business that supports Unmanned Aerial Vehicle (UAV) programs. She has also developed and taught several program management courses for managers and engineers.
