Biographical Sketches for Directors


Marc Apter

Marc Apter received a BSEE (Electronics) from Pennsylvania State University in 1964. He served in the U.S. Navy for five years. Then worked for the Navy's Naval Sea Systems Command (NAVSEA) until retiring in 2000, as the NAVSEA Command Information Systems Security Manager. Currently work for URS Corporation, in Dahlgren, Virginia, where I am a Senior Information Assurance Specialist, developing security documentation for Government shipboard computer systems.

He has been a member of the IEEE for more then 47 continuous years, joining his Universities Joint IRE/AIEE Student Branch in his Junior Year, and became a Student Member in 1963. He was elevated to a Member of the IEEE in 1965, and was advanced to Senior Member in 1982. He became a Life Senior Member in 2008. Marc is the 2012 President-Elect of IEEE-USA.


Michael Cardinale

Michael Cardinale has been a member of the IEEE since 1984. He is the Past-Chair of the Washington/Northern Virginia Chapter of the Aerospace and Electronics Systems Society and has a member of the Planning Committee for multiple Radar Conferences. He earned his BS in Physics from Loyola University, his MS in Systems Management from the University of Southern California, and his MS in Applied Physics from George Mason University

After serving in the Marine Corps (1969 to 1981) as an infantry officer, electronic warfare officer, and intelligence officer, he worked for Raven, Inc., developing common electronic combat equipment for Navy tactical aircraft, developing missile countermeasures equipment for the Naval Research Laboratory, and developing acoustic processing systems for medical and transportation applications. He became Vice-President for Engineering at Raven, Inc., in 1984.  He served in that capacity until 2004, when he joined PSI, Inc. as a senior systems engineer and program manager on acoustic detection systems for the U.S. Navy and Army.  In 2006, Mike joined the US Department of Defense as a senior physical scientist developing and deploying technologies from multiple portfolios, including chemical and biological detectors, biometric sensors, databases, and radar, lightwave, and acoustic receivers.


Oscar Reyes, PE

Oscar Reyes graduated from George Mason University in 1994 with a BS in Electrical and Computer Engineering. He worked at Lockheed Martin for seven years developing power systems and controls and worked within Facility Engineering to support NAVSEA. He was an electrical engineer consultant for over 10 year in the construction of commercial and government buildings.  He received his PE license in 2001 and now manages the Electrical Engineering department at E.K. Fox and Associates.  His IEEE volunteer service includes a current two-year term as Northern Virginia Industrial Applications Society Vice-Chair.

Monica Mallini received B.S. degrees in mechanical engineering and electrical engineering from Texas A&M University, and an M.E.S. degree in electrical engineering from Lamar University in Beaumont, Texas. She has worked in the electric power and petrochemicals industries, and as a full-time electrical engineering faculty member at Lamar University. She is working toward a Ph.D in electrical engineering at the Virginia Tech Research Institute in Arlington, Virginia.  She teaches Engineering and Electronics Technology at Northern Virginia Community College.

Monica joined IEEE in 1986 and has been a Senior Member since 1999. Before moving to Virginia in 1997, she was an active member of the IEEE Beaumont Section, where she served as Newsletter Editor of the Bayou Circuit News (1995-97) and Chair (1996-97). Under her leadership, the Beaumont Section won the "Small Section of the Year" Award from Region 5 in 1997. Monica was an invited speaker at Sections Congress '99, where she presented a talk on maintaining the vitality of small sections.

Monica Mallini is a past chair of the IEEE National Capital Area Consultants' Network, and is a member of the Power and Energy Society, the Society on Social Implications of Technology, the Computational Intelligence Society, the Industry Applications Society, and the Nuclear and Plasma Sciences Society.  She has been a frequent contributor to the Scanner newsletter for many years and currently serves as Northern Virginia Section Scanner Editor and Webmaster.  She was awarded "Volunteer of the Year" numerous times in recognition for her service to the Northern Virginia Section, and she was the 2011 recipient of the Margosian Award, Washington Section's highest honor, for her outstanding service in capturing the history of the National Capital Area in a time capsule. Monica is a mother of five and a registered professional engineer, and she lives in the Mount Vernon area with her husband Wally.


Dr. Pedro Rustan

Dr. Pedro "Pete" Rustan is Director of the Mission Support Directorate of the National Reconnaissance Office.

Dr. Rustan has published more than 40 scientific papers in the open literature in spacecraft design, digital signal processing, control system design, biomedical engineering, lightning physics and streamlined program management. He is a dedicated advocate for intelligence community integration, rapid prototyping and selecting the best value proposition to address intelligence needs. Dr. Rustan received B.S.E.E and M.S.E.E. degrees from the Illinois Institute of Technology in Chicago in 1969 and 1970 respectively. He received a Ph.D. in electrical engineering from the University of Florida in 1979.


Katie Schaffold, PE

Katie Schaffold graduated from Temple University in 2006 with a BS in Electrical Engineering. She worked for 5 years for KTA Group, a small consulting firm in Herndon, Virginia, doing commercial electrical building design. She currently work for the U.S. General Services Administration doing project management and electrical engineering reviews for projects in existing federally owned buildings in the DC area. She obtained her Professional Engineering license in 2011 and her LEED AP (Leadership in Energy and Environmental Design Accredited Professional) certification in 2007.

Her IEEE service includes GOLD and the Women in Engineering affinity group chapter, for which she is currently Treasurer.
