The WDC/NVa IEEE Computer Society Chapter Elections Committee The Chapter will use and follow IEEE-USA Constitution, Bylaws, Policies and Ethics as closely as possible. Chapter Nominations, Appointments and Elections (NAE) Committee shall be duly constituted/appointed by Chair of the Chapter and the Board/Committee of Advisors if any. The Chair of the Chapter is a defacto and dejure member of the NAE Committee. The NAE Committee and all Chapter Committees and Roles Shall have a Chair and one or more Alternates/Vice Chairs. A NAE Committee chair and all Chapter chairs and roles and chair member/s shall have duration of one year, renewable by consensus of the Chair of Chapter and Board/Committee of Advisors for one more year for a total of no more than six years in one or more continuous roles. The Chapter NAE Process is as follows: The NAE Chair & Committee solicit and indicate qualified candidates from list of eligible members interested in each vacancy. All candidates must be nominated or self nominate for each vacant role at least one week before the election for that vacancy or role. NAE Chair and Committee indicate and certify candidates for each election cycle at least once a year or whenever an office becomes vacant. Members who are not nominated can petition the committee and may or may not be included in the election based on NAE committee and Chapter Chair consensus. A simple certified majority of votes cast for each vacant office elects the office holder. Offices are for duration of two years without possibility for re-election. Office holders can continue to perform in the office with agreement of the Chapter Chair and or NAE Committee, until a replacement is elected or indicateed by NAE Chair and Committee and Approved or with Consensus of the Chapter Chair. Past office holders would mentor their replacements for as long as necessary up to one year. Vacancies in Technical Committee Representations can be filled by Chair of Chapter appointment from a list of eligible and qualified interested members with or without help from the NAE Committee. Eligible and qualified chapter members can petition the NAE Committee using IEEE Bylaws 1-308 and/or Policies 13-8 to add or include eligible interested members to the list of candidates in any elections. 9. Votes from any Chapter Elections shall be counted using IEEE Bylaw 1-308.13. A simple majority of certified votes wins any vacant office. 10. Election Disputes shall be resolved using IEEE Bylaw 1-306.4 or by certified consensus agreed to in writing. 11. Resolution of Ties will be by NAE Board or Committee or by re-elections. 12. Chapter resources shall not be used for electioneering activities. 13. General Elections should be conducted to fill vacancies once a year in fall for the next year. 14. The NAE Committee Chair may vote in elections but his/her votes will not be counted, but can be used to break a tie. |
