<p>PES West Coast Chapter invites you to the opportunity to attend a seminar on an update to National Electrical Safety Code (NESC-2012) on Friday, Nov 30, 2012. This standard became effective in January, 2012. This revision of the NESC provides updates to installation requirements for generation, transmission, and distribution installations and also provides updates to safe work practices at facilities covered by the NESC. While NESC is not law, it is one of the industry standards that OSHA may use to determine compliance with OSHA 1910.269 which is law, so it is critical that anyone who either designs or is involved in the maintenance of facilities covered by NESC learn about the updates provided by the NESC-2012 revision. The seminar is appropriate for degreed professionals, including engineers and engineering technicians, as well as non-degreed personnel with general knowledge of the NESC and experience in the electric utility industry. The standard is NOT included in the seminar but can be ordered online from IEEE. The website for more information on the code is at http://standards.ieee.org/about/nesc/2012.html.</p>

<p><strong>Speaker Biography</strong></p>
<p>Thomas Blair is a Senior Consulting Engineer with Tampa Electric Company for over 10 years. Prior to his term at Tampa Electric, he was an engineer at Phasetronics/Motortronics for 10 years and prior to this served in the US Navy in the nuclear power area. Over his past 20 years’ experience, Tom has designed and performed startup services for motor and drive applications. Tom has instructed “Energy Production Systems Engineering” and “Electric Machines and Drives” courses as an adjunct professor at the University of South Florida, Polytechnic. Tom received his B.S.E.E. and M.S.E.E. (Power Engineering) degrees from University of South Florida in 1991 and 2001 respectively and is a licensed Professional Engineer in the State of Florida (PE# 53239).</p>

<p>This site tour will take approximately three (3) hours and will include an unofficial Power Plant 101 discussion about the various types of power plants in the Progress Energy System,  history of the Bartow Plant site and a walk-about in the new power block.</p>
<p>Bartow Plant is classified as a Maritime Transportation Security Act (MTSA) Facility and has <strong>SPECIAL REQUIERMENTS and RESTRICTIONS; </strong></p>
<ul>
<li><strong>MTSA Requirement</strong> &#8211; All visitors, vendors, and delivery personnel must be screened and processed at the Access Control Point (ACP) prior to obtaining access authorization.  <span style="text-decoration: underline;">All visitors, vendors, and delivery personnel must present a valid photo ID to obtain a Visitor Badge</span>.</li>
<li><strong>MTSA Requirement</strong> &#8211; All facility personnel, including contractors, whether part-time, full-time, temporary, or permanent, vendors and visitors <span style="text-decoration: underline;">must display the Progress Energy issued Access/Identification Badge</span> on the outer most garment on the front of the body between the neck and the waist clearly visible for inspection.</li>
<li><strong>Plant Walk-Through Requirement</strong> &#8211; Tour attendees must wear long pants, sleeved-shirt and closed-toe shoes.  Steel-toe safety shoes are <span style="text-decoration: underline;">not</span>required for tour attendees.
<ul>
<li>Personal jewelry should be minimal and close fitting, i.e., wedding band, small earrings.  Large loose dangling jewelry (necklace, bracelets, etc.) should not be worn during the plant walk-through tour.</li>
<li>Any person wearing the following articles of clothing will be disqualified from attending the plant walk-through tour:

<p>Come join your PE/IA Chapter for an educational Tour of the Pinellas County Waste to Energy Facility, St. Petersburg Florida.  This is a walking tour of an active facility and participants <strong>MUST</strong> wear long pants, long sleeves and closed toe shoes.  You will be provided with safety gear such as eye protection and hardhats prior to your tour of the WTE facility.  Be advised that you will get dusty/dirty during this tour and you will need to dress accordingly.</p>
<p>This site tour will take approximately two (2) hours and will include the landfill, recycling operations and the WTE power generation facility.  <em><strong>The group will meet at the Administration Building at 2:45 PM for the tour. </strong></em></p>
<p>The Waste-to-Energy (WTE) facility has the capacity to burn 3,150 tons of garbage every day and processes about one million tons of garbage every year. The process can produce up to 75 megawatts (MW) per hour of electricity making some of which is sold to Progress Energy to power approximately 45,000 homes and businesses every day. The WTE facility uses state-of-the-art air pollution control technology ensuring the plant’s emissions fall within the United States Environmental Protection Agency’s (EPA) standards.</p>
<p>Ash generated from the combustion of solid waste is transferred to the adjacent Residue Storage and Processing Building. Here, the ash is size-separated using screens, and both ferrous (steel) and non-ferrous (aluminum) metals are recovered from the ash using mechanical equipment such as magnets and eddy currents. The recovered metals are sold to steel mills and smelters for recycling, and the remaining ash is used for landfill cover and interior site berms and roadways.</p>

This standard became effective in August, 2011. </span></span></p>
<p>This seminar will review the changes between the 2009 NFPA-70E and the</p>
<p>2012 NFPA70E. The standard is NOT included in the seminar but can be ordered online from the National Electrical Fire Protection Association at http://www.nfpa.org/</p>

Prior to his term at Tampa Electric, he was an engineer at Phasetronics/Motortronics for 10years and prior to this served in the US Navy in the nuclear power area. Over his past 20 years&#8217; experience, Tom has designed and performed startup services for motor and drive applications. Tom currently teaches the &#8220;Energy Production Systems Engineering&#8221; and &#8220;Electric Machines and Drives&#8221; courses as an adjunct professor at the University of South Florida, Polytechnic. Tom received his B.S.E.E. and M.S.E.E. (Power Engineering) degrees from University of South Florida in 1991 and 2001 respectively and is a licensed Professional Engineer in the State of Florida (PE# 53239). </span></span></p>
