This month we are having a special meeting for members who are interested in upgrading their membership to senior status. I’ll leave it to the letter later in this newsletter to describe the importance of that, I would like to write a few words about the importance of the Piedmont Section executive committee. Staffed solely by volunteers, this committee is responsible for maintaining the IEEE activities for the Piedmont Section (a section roughly covering the entire 864 area code).
Members of the executive committee are typically asked to put in about 2-4 hours of work a month helping keep the section going. Responsibilities include web page management, treasurer, secretary, meeting planning, professional activities, etc. Members are offered opportunities to travel to conferences (but are not required to), practice management skills with other professionals and vote on activities for the section (not to mention a quarterly meeting at Capri’s). Personally, I have found numerous opportunities to network with others in the EE/Computer Engineering field.
According our bylaws, we are to have officer nominations each year about this time. However, we can’t have nominations unless we have people interested in joining the committee. So, if you are interested in becoming a member of the executive committee, please contact me (or another current officer). We’ll be glad to nominate you.

Become a Senior Member!
Recently every member in Region 3 received the attached email announcing a special Membership drive to increase the number of Senior Members. This drive is important because it rewards IEEE Members for their hard work and it promotes the value of membership in the IEEE. The Piedmont Section is sponsoring a special meeting this month to help members organize their career resume and apply for the Senior Member upgrade. We will have members at the meeting that are familiar with the upgrade process that can help you understand the application requirements. We will also have a list of Piedmont Section Senior Members that can provide the three references that you will need for your application.
Please take advantage of this opportunity to upgrade your membership and help the Piedmont Section reach its Senior Membership goal.

This month we are going to try moving the meeting to the more comfortable setting of the meeting room at Andy Pang’s office. The office is downtown Greenville at southwest corner of McBee Ave. and Richardson Street in the SouthTrust Bank building also the Piedmont Gas building (201 W. McBee) on the 4th floor. There is a water fountain at the corner that usually has a flame coming out of the top. Parking is next to the main entrance to building. There will be a catered dinner. Cost is $5 for the meal. A Letter to Region 3 members on the values of becoming an IEEE Senior member
Region 3,
Becoming an IEEE Senior Member is one of the most important things that you can do as a Electrical or Computer Engineer. Senior Member status is a recognition by your peers of career achievement and contribution to the profession.
The IEEE has a special program each year to promote Senior Member upgrades. This program makes it easy to process a Senior Member application and it gives a financial incentive of a $10 rebate to the Section for every new Senior Member that is approved. Information on this program can be found at,

To further provide incentives for Region 3 Senior Member growth, I would like to announce a Section Senior Member Contest. The Section that gets the most new Senior Members approved this year will win $100. Also the Section that gets the most new Senior Members approved (as a percentage of their Section Member count not including Students) will win $100. Hopefully these additional incentives will increase the challenge and the fun of this important IEEE activity.
IEEE has given Region 3 a goal of 181 new Senior Members for 2003. As of August, 104 new Senior Members have been approved. That's only 57.5% of the goal.
November 12 is the absolute deadline for the submission of our nominations. Please don't wait until the last minute since there are only two more Admission & Advancement Committee meetings left this year (October 4, November 15).
Senior Member status is the way to get your Members and your Section recognized. It's also a good way to generate funds for your Section.

SOUTHEASTCON is the most influential conference in the southeast for promoting awareness of the technical contributions made by the electrical and computer engineering profession to the advancement of engineering and science, education, and to the community.
Although March of 2004 may seem like a long way off, it is not too early to begin making your plans to attend SoutheastCon 2004!
The SoutheastCon 2004 Committee has been busy updating the SoutheastCon 2004 Web site. Some new items include:

Have you, or your company or school, been working on interesting stuff? Would
you like some exposure for your technical work in the community, and among your
peers? Get a jump on your competition? Get Published! SoutheastCon 2004 is an
ideal opportunity to present, and to listen to, high-quality original technical
papers that have not been published elsewhere. The Technical Program of the
conference will consist of both Technical Sessions, and Tutorials & Workshops.
Appropriate topics for papers, tutorials, and workshops at SoutheastCon 2004
cover all aspects of electrical, computer, and communications engineering.
Full Length Refereed Papers must be submitted by December 19, 2003. The SoutheastCon 2004 Technical Program Committee will referee all papers and authors will be notified of acceptance by January 9, 2004.
-- Tutorials Available!
Tutorials and workshops provide an opportunity for in-depth treatment of topics
ranging from introductory, to sophisticated and specialized concepts. Proposals
are invited for tutorials and workshops. The proposal should include the
tutorial objectives, a brief description (500 words), an outline, proposed
length (2-hour, or 4-hour) and a short, professional resume of the instructor.
Proposals for tutorials and workshops are due to the Technical Program Committee
by January 1, 2004.

ACCREDITATION ACTIVITIES
The IEEE Educational Activities Board (EAB) seeks professionals in industry, government and academic sectors to serve as program evaluators for the following Accreditation Board for Engineering and Technology Inc.-accredited programs at U.S. colleges:
Applications for the 2004-2005 academic year are due by 15 Nov. They will be reviewed during the January/February IEEE meetings. Notification will be sent to applicants by 1 March.
Service as a program evaluator gives members of the profession an opportunity to contribute to the achievement of high quality educational standards of engineering and engineering technology programs. Blackout of
2003 Was Widely Anticipated
IEEE Spectrum magazine has prepared a special report on the blackout that plagued the United States and Canada last month, and assembled background material that sheds light on it and points the way to solutions. Politicians and reporters on both sides of the border were pointing fingers even before power had been restored. However, three U.S. Department of Energy studies going back to 1998 forecasted major difficulties in the electric power system, making a massive U.S. power failure almost inevitable.
