The
meeting convened at 4:30 p.m. at Zorbas Restaurant in Columbia, SC. The
attendees were Steve Carroll, John Montague, Allen Thomas, Lee Stogner
and Marilene Guardia-Baker.
Meeting Schedule
Council
meetings are open to all IEEE members. At a minimum, Council Officers
and Section Chairs are expected. If you cannot attend, please send me
your updates. Section Chairs may send an alternate attendee. Please make
announcement of these meetings in your local section and chapter meetings
and newsletters. The next meetings are:
November
21 @ 7:30 p.m. at the Region 3 ExCom meeting in Atlanta, GA, for Council
members attending the conference.
December
2 @ 7:30 p.m. via e-conference to discuss SCCESS Joint Seminar, being
held in March ‘04. Need attendance of all sections.
January
13 @ 7:30p.m. via e-conference to discuss new Council plans for 2004,
Section officers’ plans for 2004, plans for Southeastcon, follow up on
SCCESS speakers, etc.
INITIAL/INTRODUCTORY
COMMENTS
- Plans for attendance
of Region 3 ExCom meeting on November 21 were discussed. Piedmont, Coastal
SC and Central Savannah River Sections are planning to send representatives.
Council Chair will also travel to Atlanta for the meeting. A brief Area
7 meeting is planned for Friday evening while at the conference.
- Minutes from October
7 meeting were reviewed and a change is needed. Need to remove Dave
Green and place Becky Stogner as creator of password protection of ExCom
directory. Motion to change meeting minutes as described above was accepted.
OFFICERS
REPORT
- John M. reported
that the council had paid $100.00 dues to the SCCESS. As of November
1, $5095.28 is in its account, which accrues about $5.00 interest per
month; Allen T. made motion to accept John’s treasurer report – Lee
S. seconded.
OLD
BUSINESS
- Marilene mentioned
that she is working on nominating SPAWAR Charleston for the Region 3
Professional Development Award, while Ken Lindler (Coastal Section Vice-Chair)
is doing the same for Santee Cooper. No other nominations for Region
3 awards are planned by the SC Sections/Council. Deadline for nomination
is Dec. 1.
- Lee S. advised
that the Senior Membership drive for this year is coming to a close.
We need to continue to upgrade our members during the upcoming year.
- Roster updates
were turned in to Marilene B., who will send them to Lee S. to post
on the website.
NEW
BUSINESS
- Marilene B. has
been asked to represent her place of employment at USC’s EE Department
Industry Advisory Board. As such, she is hoping to leverage from this
relationship to get the Student Branch at the university more involved
with the local Columbia Section.
- Lee S. asked the
sections to promote the council website some more. They can use the
calendar to input section activities, job fairs, etc. Employment assistance
site can be found here as well. Region 3 has only employment assistance
program available and it’s a great source of information on available
jobs in the region. The URL for the site is http://www.ieee.org/sc_council
Section webmasters should add this link to the Section sites and advertise
its use.
- Elections of officers
for the 2004-2005 term were held at this meeting. Elected officers are:
Steve Carroll (Chair), Brent Baker (Vice Chair), John Montague (Treasurer)
and Richard Baker (Secretary). Committee Chairs are: Allen Thomas (Past
Chair and SCCESS representative), Lee Stogner (Professional Development
and Membership Development), Marilene Guardia-Baker (Past Chair and
Educational Activities). Roster will be updated to include these changes,
as well as information on the newly elected Section and Student counselors
in the state.
- Remind Council
Secretary that meeting reports for all meetings this year must be filled,
as well as sending out the final meeting report to HQ. The new roster
also needs to be sent to HQ as early as possible to get the R3 majordomo
email changes made by January.
- Allen T. presented
information on the SCCESS Joint Seminar held at USC Aiken (planned for
March 9, 2004) and wondered if the council wanted to participate by
offering programs in these sessions. We have done this in the past,
except for the years the Council was busy putting on Southeast conferences
at Clemson and Columbia. It is time we participate again. Allen would
be our point of contact, we’d need a speaker (1hour and 15 min) per
section. The council gets share of receipts based on attendance, so
it is a good way to raise funds that can be used to help the Sections
as needed. We would need to develop topics and speakers by Dec. An e-conference
has been set for Dec 2 at 7:30 pm to discuss this with the Sections.
In the past, each section has provided a speaker at no cost.
- Allen T. gave the
Council a brief report on legislation efforts that may affect all engineers.
The pending actions in front of legislation include a tort reform pushed
by SC which puts limits for liabilities for corporations, and a house
bill 2373 which proposes the elimination of Tier B engineers (ie Engineering
Technology graduated would be allowed to get PE’s same as engineering
BS graduates). Some of the issues hinge in that technologists are not
trained in development and design of systems, but on operation of the
system.
- Allen T. also requested
to get other engineering societies in the state involved in SCCESS.
Marilene B. mentioned that the Society of American Military Engineers
(SAME) is very strong in Charleston, and will get a point of contact
for Allen. There are legal issues with federal employees and military
servicemen participating in a legislative body such as SCCESS, so all
such members would be non-voting members of the council.
