INSTRUCTIONS TO SUBMIT YOUR PAPER
Your final paper must be uploaded following the ScholarOne Manuscripts process. You will receive an invitation email with instructions for uploading the paper.

ScholarOne Manuscripts process:
Authors of papers sponsored by any of the Industrial & Commercial Power Systems Department Committees (Codes and Standards, Energy Systems, Power Systems Engineering, or Power Systems Protection Committee) will receive an e-mail invitation to submit their manuscript via ScholarOne Manuscripts. Submission details are given in the invitation e-mail. A full conference registration by one of the authors is required for submission of the paper. A full conference registration may be used to submit a maximum of two papers. Note that student registrations cannot be used for submitting papers. Papers must be submitted to ScholarOne Manuscripts by February 1, 2010, and you must execute an IEEE Copyright Transfer as part of the submission.
NOTE: There are new regulations to obtain travel authorization to enter the United States, particularly for citizens of Visa Waiver Program (VWP) countries. Please check the Conference Registration page for details.
AUTHOR DEADLINES
September 1, 2009: Submission of a working draft of the full paper to the Industrial and Commercial Power Systems Department.
November 1, 2009: Notification to authors of acceptance or rejection of the reviewed paper from Technical Committee Chair.
January 1, 2010: Authors will receive via e-mail their paper numbers and paper uploading instructions.
February 1, 2010: Complete all items on the Author Checklist. It should be noted that this is a firm deadline and that the processing of late papers will not be possible.
Note that each paper that is scheduled for presentation must be accompanied by a qualified paid registration. In general, student registrations are not considered qualified registrations. Also note that each qualifying registration can be associated with at most two papers. Authors with more than two accepted papers will be responsible for additional costs (or a co-author may also register at a qualifying rate).
An author using any of the qualified registration categories may upload more than two papers by paying an additional fee for each additional paper. Papers longer than eight pages are subject to an additional fee for each page more than eight. This fee should also be paid when the author registers for the conference.
Paper Presentation Information
GENERAL INFORMATION
There will be an author's breakfast from 7:00 to 8:00 am each day that technical sessions are scheduled. The room for the author's breakfast will be included in the final conference program, will be posted by the hotels, and will be posted on the conference web site. The author who is presenting a paper on any given day MUST attend this breakfast only on the day of his or her presentation. At this time, biographical and presentation information will be exchanged with the session chair and final details for the presentations will be provided.
PAPER PRESENTATIONS
Papers are normally scheduled in 45-minute increments. A 15-minute coffee break is included after the second paper in a session. There are two parallel technical sessions at any time during the conference.
To permit conference attendees to attend the presentation of their choice, each paper presentation must be started at its designated time. A paper's starting time will be listed in the final program that is issued to the attendees at the meeting and is also currently listed in the technical program schedule that is posted on the conference web site. No changes to the final schedule are allowed. If a paper presenter fails to appear at the scheduled time, then the Session Chair may adjourn the session until the time of the next scheduled paper.
Session Chairs will allow 5 minutes at the end of each presentation for attendees to travel between sessions. At the beginning of each presentation, the Session Chair briefly introduces the speaker and gives the speaker 30 minutes to complete his or her presentation. The Session Chair then allows a 10-minute discussion period.
The visual medium for lecture presentations at this meeting will be power point computer projected slides. NO other projection formats will be available. The laptop computers required to display the power point slides must be loaded with the presentation PRIOR TO the technical session. Therefore authors must either bring their own laptop computer or make arrangements with the session chair to load his or her presentation onto a laptop computer at the beginning of the author's breakfast. In either case, authors should also bring a CD or a USB flash drive that contains the visual aids for the presentation. Except under very special circumstances, and with the prior approval of the Annual Meeting Chair, please do not schedule videos or other multi-media presentations.
