Herein below please find an email that I have received from Paul Haynes who works with the Department of Institutional Integrity at the World Bank in Washington.

They basically are looking for a bio-medical engineer who will tasked to interview companies and certification issuing authorities as well as site visits to inspect equipment and manufacturing processes.

If you are interested please let me know so as I can forward the nominations to Mr. Paul Haynes and let you then continue with the necessary arrangements directly with him.

Dear Pierre,

By way of introduction, I am a colleague of Michael Haidak's at the World Bank's Department of Institutional Integrity.

Firstly, thank you very much for your assistance to date.

Secondly, I am afraid I would like to request some further assistance or advice. In India last year INT conducted a review of medical equipment supplied under the World Bank financed Orissa Health Systems Development Project (OHSDP).  On
that review we were accompanied by a British bio-medical engineer named Dr David Porter.  Dr Porter inspected a lot of the medical equipment procured under this project and found much of it to be substandard.

In April this year I will be returning to India to carry out follow-up investigations into those companies that supplied the substandard equipment to determine whether any should be debarred from participating in future World Bank
projects for involvement in fraudulent and corrupt practices.  Obviously this will include companies that provided IEC conformity 'certificates' that were nothing of the sort or which claimed that their products met IEC standards but
provided no certificates to back up this claim and whose products were substandard.

INT was hoping to avail once again of the services of Dr Porter.  However, it would appear that he may not be available this time around.   I was wondering whether you might be able to suggest  a biomedical engineer whom we could
approach to see whether they would be willing and available to join us for a 3-4 week mission commencing mid-April.  The mission would consist largely of interviews with companies and certification issuing authorities as well as site visits to inspect equipment and manufacturing processes.

I would be extremely grateful for any suggestions you might have.
