Thanks to all Utah Section PES members whom signed the chapter formation petition recently. On January 30. 2009 we received offical confirmation from IEEE headquarters approving the new chapter.

The U.S. Department of Energy (DOE) has issued a competitive funding opportunity announcement (FOA), DE-FOA-0000152, to solicit applications for cooperative agreements to support workforce training for the electric power sector. The objective of this FOA is to facilitate the development of a well-trained, highly skilled electric power sector workforce, which is vital to implementing a national clean-energy smart grid. It includes funding for training and education program development in power systems at universities and colleges. We are requesting your assistance in identifying potential reviewers for this solicitation. Please pass this request for assistance to your colleagues and staff.

Applications for Federal funding must undergo an independent review by peers to determine their technical or scientific merit. For this effort, reviewers will be asked to evaluate up to 10 applications, each comprising principally a project plan that is limited to 35 pages in length. Eligible participants will receive an honorarium, expected to be $200 per application reviewed. Evaluations will take place over a two-week period commencing the week of December 11, 2009.

DOE plans to fund projects that support a) the development and deployment of training programs and b) the actual training of personnel; the goal is to greatly expand job creation and career advancement opportunities within the utility industry and the electric power equipment manufacturing sector.  Job categories include lineworkers, electricians, technicians and skilled workers, as well as utility energy efficiency program staff, cyber security experts, transmission planners, and system operators. Therefore, reviewers are being sought with not only an understanding of the electric industry, but also knowledge of related education, technical training, and/or workforce planning efforts—e.g., utility staff familiar with the requirements of the next-generation electric power workforce, or trainers with focus on developing skilled workers for the energy sector. Attachment 1 provides more detailed information about the scope of the FOA.
