At the Technical Sessions Committee meeting held during the 2002 Summer Power meeting, approval was given to the Emerging Technologies Coordinating Committee (ETCC) to run a trial of a new technical session format at the 2003 General Meeting in Toronto. If the session format is successful, and accepted by the Technical Sessions Committee, the ETCC will run a session in the new format at each general meeting. The ETCC will welcome joint sessions with other technical committees in this new format.
The objective of the new format is to endeavor to bring new and emerging technology to the attention of the power engineering community in a rapid and less formal fashion. No formal paper is required for the session. The presentation material should be new and up to the minute, and might be considered the precursor of a more formal paper to be presented at a session sponsored by one of the technical committees. Typically the ETCC would be looking for presentations with an emphasis on new technology or a new direction for an existing technology, rather than embellishments of or extensions to existing technologies. The normal IEEE requirements regarding quality of presentation, commercialism etc. will be strictly followed. The lead time between the preparation of the material and the meeting date will be held to a minimum, with no requirement to submit the final presentation material prior to the actual meeting. Presentations should be Power Point style and will be limited to 10 minutes, with an emphasis on time for discussion. All presentations made at the session will be posted on the ETCC web site along with a digest of the discussions. The main points of the proposed session format are as follows –
- The ETCC may choose to invite contributions on specific topics, or may leave the session subject open.
- Presenters would notify the session chair no later than six weeks prior to the meeting of their interest in participating in the session.
- A title and brief summary of the presentation content would be required at that time. Only electronic submissions will be considered.
- The Session Chair will review the contributions with a selection team, and construct a provisional program from those contributions felt to be worthy of presentation. The selection team should have representation from diverse technical backgrounds.
- The presenters would be notified of acceptance of their presentation two weeks after receipt of the summary.
- The day before the session, the Session Chair and the selection team would meet with each presenter, and review the presentation material for acceptability. Criteria would include technical interest and soundness, quality of the presentation, and topicality. Final acceptance of the presentation will be made at this meeting. The program will be developed, and posted for meeting attendees to review prior to the session.
- The Session Chair will run the session, introducing the presenters, looking after time, and guiding the discussion. A Session Secretary will take notes of any discussion, and will develop a summary of the discussion for later use. Discussers may submit their discussions electronically to the Session Secretary for inclusion in the final Session Summary.

For the trial session, the ETCC has chosen topics based on the Draft Technology Assessment Report developed by a WG of the ETCC lead by Einar Larsen. The topics are
- Improved Communications
- Real Time Monitoring
- Energy Storage
- Direct Load Control
- Distributed Generation and Microgrids
- Improved Generation Technology
- Improved Diagnostic Equipment and Techniques
- Improved T&D Technology
The broad range of topics gives ample opportunity for contribution, and potential presenters are encouraged to consider this session as a forum for their ideas.
Titles and abstracts for the session in Toronto should be sent electronically to Dr. Begovic at miroslav@ece.gatech.edu no later than June 1st 2003. If more material than can be contained in the time allowed for the session is received, a first come first served policy will apply.
