Das IEEE Region 8 Germany wird in 2013 sein 50-jähriges Bestehen feiern und dazu eine Festveranstaltung in München durchführen. Die Veranstaltung wird am 5. April im Künstlerhaus stattfinden. Die IEEE Mitglieder werden hierzu noch angeschrieben und eingeladen.

IEEE ExCom Region 8 Germany

Das ExCom Region 8 Germany hat in seiner letzten Sitzung in 2010 einen neuen Chair für Deutschland gewählt.

Es wurde insgesamt ein neues Board des Executive Committee (ExCom) der IEEE Germany Section gewählt. Das neue Board hat sich bei dem Treffen am 13. Oktober 2010 in Magdeburg vorgestellt. Das neue Board will die Mitgliederwerbung verstärken. Im übrigen wird die konstruktive Arbeit im Sinne der Koordination der verschiednen Chapter in Deutschland fortgefürt.

31st Annual International Conference of IEEE Engineering in Medicine and Biology Society (EMBC’09)

The 31st Annual International Conference of IEEE Engineering in Medicine and Biology Society (EMBC’09), to be held September 2-6, 2009 in the Hilton Minneapolis Hotel in Minnesota.

The Conference Theme of EMBC’09 is “Engineering the Future of Biomedicine.” The scientific program will consist of plenary and keynote lectures, workshops, symposia, and invited sessions, in which leading experts from all around the world will present state-of-the-art reviews of rapidly-developing and exciting areas, report the latest significant findings and developments in all the major fields of biomedical engineering, and discuss government and industry-related issues. Accepted high-quality original technical papers will be presented in poster and oral sessions, with up to 4-page papers to be included in IEEE Xplore and indexed in PubMed/MEDLINE. A number of distinguished world-class leaders in biomedical engineering and medical devices will deliver invited talks in EMBC’09.

New officers of the Joint EMB Chapter

Nach einer Suche nach Kandidaten und einem Nominierungsverfahren wurden im Chapter zusätzliche Officer Positionen besetzt. Zusätzlich zum Vorsitzenden (chair) gibt es jetzt zwei weitere Ansprechpartner. Zum Schatzmeister (treasurer) wurde Prof. Reinhold Orglmeister (Technische Universität Berlin) ernannt. Zum Programmdirektor (program director) wurde Prof. Werner Wolf (Universität der Bundeswehr München) ernannt. Mit dieser Unterstützung kann der größere Vorstand nun flexibler agieren und umfassender die Aufgaben des Chapters wahrnehmen. Bei Fragen zum Schpter kann man sich an alle drei Personen wenden.

Die Humboldt-Universität zu Berlin beabsichtigt, zur Förderung von Frauen in der Wissenschaft in den Jahren 2006 und 2007 einige Stellen für Juniorprofessorinnen einzurichten. Um die Einrichtung einer Juniorprofessur können sich Fächer bewerben, in denen der Frauenanteil noch sehr niedrig ist. Das fachliche Profil der Stellen ist nicht festgelegt. Applications are invited for a position as a PhD candidate in the Medical Informatics Service, University and University Hospitals of Geneva, Switzerland. The successful applicant will join a team of researchers working on algorithms, data structures and representations of medical knowledge using structured and unstructured data as well as on infrastructures for efficient computing. The position is in the EU project aneurIST on the use of various data sources for detecting the risk of aneurism and for treating aneurisms in the best possible way. The successful candidate will work on the extraction of data from existing information systems and treat important problems such as the anonymization of collected data for the use in a research project. Further work will include the use of the extracted information sources for case-based information retrieval using various resources of structure and unstructured data including images. The scope of biomedical imaging covers data acquisition, image reconstruction, and image analysis, involving theories, methods, systems and applications. While tomographic and post-processing techniques become increasingly sophisticated, traditional and emerging modalities play more and more critical roles in anatomical, functional, cellular and molecular imaging. The overall goal of the International Journal of Biomedical Imaging (IJBI) is to promote research and development of biomedical imaging by publishing high-quality papers, reviews and tutorials in this rapidly growing interdisciplinary field. IJBI is operated by a board of editors consisting of internationally known active researchers, made available online for free and also in print, utilizes a web-based review process for speedy turnaround up to high standards. In addition to regular issues, special issues will be organized by the invited guest editors. Proposals for special issues should be submitted to the Editor-in-Chief.

In these messages are password-protected attachments that contain viruses. A numeric password is included. These emails are NOT from the IEEE; the sender's address has been spoofed to fool recipients. Please DO NOT OPEN these attachments. Please DELETE the messages.

The IEEE embargo and the petition

You receive this email because you have signed the petition requesting the Board of Directors (BOD) of the IEEE to cease its embargo on services to the members who reside in countries considered hostile by the Bush administration. Today, more than 4,800 signatures have been received, most of them from members or former members of the IEEE. It is worth noting that the list of signatories contains an exceptionally high proportion of IEEE Fellows. See https://www.csam.ucl.ac.be/IEEE_Petition.pl

First let me thank all those of you who have sent me very warm messages of support and encouragement. For some of you, such initiative was long overdue. Many others have learned about the embargo through this petition drive, and were grateful for the initiative. In addition to signing the petition, many of you have added comments for the IEEE President which I will forward to him. Most of these comments express concern and anger at what is seen as a totally unacceptable decision on the part of the IEEE BOD.

We had initially announced that we would send the names and comments of the petitioners by the end of January, but this deadline has been extended for several reasons:

  • by the end of January, signatures were still coming in at a high rate;
  • many IEEE members were still unaware of the existence of this embargo, a fortiori of the petition;
  • several members asked me to wait because they wanted to publicize the petition in various newsletters, some of which are still coming out.
In addition, the IEEE President was of course fully informed about the petition and the list of petitioners, since he has written a letter to me about it, which he has made public on the IEEE website.

The petition website will therefore remain open for as long as the IEEE embargo lasts, so that people can continue to voice their opposition to it. However, all signs indicate that our action will be successful and that the IEEE will lift its embargo very soon. See "New information" below.

By March 10, I will collect all the signatures that have come in, together with all comments that people have written, and send these to the President of the IEEE. In order to maximize the impact of our petition, I therefore invite each one of you, before March 10, to try and enlist additional signatures from IEEE colleagues or student members who have not signed yet. However, please limit your requests to IEEE members. Even though some scientists and engineers feel that this is a problem of concern to all people in the EE profession, the votes of IEEE members will clearly carry more weight with the present IEEE leadership than those from people who, for some reason or another, have not become a member of our Institute or who have stopped being member. (Actually, some signatories have already decided not to renew their membership because of the embargo).

New information about the embargo and the IEEE strategy

One of the benefits of coordinating such petition is that I have received a lot of new information about the embargo issue, the attitude of the IEEE, that of other US-based scientific and professional organizations, as well as some relevant legal information. In addition, a number of interesting letters or news articles have appeared. Finally, the IEEE itself put up a webpage concerning the embargo, which is regularly updated: see https://www.ieee.org/portal/index.jsp?pageID=corp_level1&path=about&file=ofac.xml&xsl=generic.xsl

From all this information, including the information provided by the IEEE itself, the following scenario emerges very clearly.
  1. The IEEE was initially alerted in 2001 by a bank that told IEEE that a bank transfer to Iran was not allowed because of embargo rules edicted by the Bush administration against commerce with a number of nations, including Iran.
  2. As a result of this, IEEE decided in January 2002 to severely restrict its services to its members in Iran, Libya, Cuba and Sudan. The details of these restrictions are listed on the webpage that IEEE eventually set up in late 2003. They are also listed on our petition webpage.
  3. For a long time, IEEE remained silent about these sanctions. It was essentially the Iranian community (there were still 1700 Iranian members of the IEEE in 2002) who made the embargo known.
  4. In December 2002, IEEE asked OFAC (the Office of Foreign Assets Control, an administration under the direct responsibility of the US President, that supervises the trade embargoes edicted by the US administration) to clarify the rules they had to apply with regards to editorial restraints for authors from Iran. IEEE was apparently the only major US-based scientific and professional organization that had applied these trade embargo rules to scientific and editorial activities.
  5. OFAC took 10 months to answer. It was clear from their response, released on September 30, 2003, that they had no understanding of the functioning of scientific editors and the operations of an international scientific and professional organization. However, by its very request, IEEE had forced OFAC to extend their embargo rulings from the realm of trade matters and export of technology to the realm of scientific publishing.
  6. Beginning in October 2003, the IEEE BOD started publicizing the OFAC ruling and informing other scientific organizations and publishers about their "obligation" to abide by these rules. At the same time, they tried to pursuade these other organizations to join them in putting pressure on OFAC in order to amend the rules and restore the free exchange of scientific information that should prevail in the world of science.
  7. Most of the major US-based scientific societies and publishers, such as the American Institute of Physics, the American Physical Society, the American Association for the Advancement of Science (publisher of Science) have always ignored the embargo. But in late 2003, following the publication of the OFAC ruling on IEEE, some societies started applying similar editorial restrictions towards authors from Iran, Libya, Sudan and Cuba. The most important of these was the American Chemical Society, publisher of 32 journals.
  8. In January 2004, the American Association of Publishers put out a memorandum about the OFAC/IEEE ruling of September 2003, in which it stated that "this ruling constitutes a serious threat to the U.S. publishing community." It is considering a legal challenge to these regulations.
  9. On February 9, 2004, IEEE organized a meeting in Washington D.C. attended by about 30 publishers, as well as by the OFAC Licensing Chief, a Mr David Mills. At that meeting, the OFAC chief invited the groups present "to help OFAC better understand the academic peer review process". (No joke!) The report of that meeting, written by the IEEE, is on the IEEE website. The report goes on to say that, "as a result of that event, IEEE will work with industry colleagues to ensure OFAC obtains the education it needs to understand the difficult issues facing scholarly publishers resulting from restrictions on editing and peer review."
  10. Following that meeting, the American Chemical Society (ACS) announced on February 11, 2004, that it was lifting the embargo, which it had only started applying last Fall as a result of the OFAC ruling on IEEE. According to the President of Publications of ACS, "the embargo put us at odds with our own ethical guidelines... It is, frankly, inimical to the advancement of science, which is a worldwide activity... ". He went on to say that, on the basis of the information obtained at the meeting with OFAC, "we now have a much better understanding of what our situation is, what the laws are, and the status of the OFAC ruling." And he added that, if the government does not change its position, "we felt we were on good legal grounds to challenge the (OFAC) ruling."
  11. The IEEE, on the other hand, is continuing the embargo, and has even posted its new policy for handling of manuscripts from authors of embargoed countries on its website. These new IEEE rules only deal with editorial restraints for Iranian authors. Tougher restrictions apparently apply to authors from other embargoed countries. In addition, the other IEEE sanctions towards members from embargoed countries remain in force: no access to website services, no promotion to Senior Member or Fellow grade, no access to member rates for participation in IEEE Conferences, etc.
It is obvious that IEEE is more isolated than ever in its application of an embargo towards some of its own members. Most of the other scientific and professional institutions, even those that have "American" in their name, are ignoring the embargo rules of the Bush administration on the grounds that it would constitute a violation of their ethical rules. They are prepared to challenge these rules in the US courts if necessary.

The position of these other publishers is backed by the US constitution and by the laws of Congress. The First amendment of the US constitution protects the freedom of the press. The Berman amendment, adopted by the US Congress in 1988, specifically exempts information and information materials from the nation's trade embargoes.

There is, in addition, a long tradition in the US democracy for citizens and organizations to defend their rights and their freedom against government interference by appealing to the courts. Thus, the position of the US-based publishers is further reinforced by a US court decision, in 2000, in which the judge, citing the First amendment of the US constitution, ruled that the US government, represented in the case by the US Secretary of Commerce, had no legal ground to prohibit a Professor from making available on his website the source code of some encryption program. That judgment has been sent to me by a US colleague (thanks!).

One is left to wonder why IEEE decided in January 2002 to start applying an embargo that was destined for trade matters, and then decided almost a year later to ask OFAC how this embargo had to be applied to scientific and publishing matters, with the obvious effect of attracting OFAC's attention to the world of scientific publication. Some have suggested that there must be some hidden political reasons, though it would hardly seem likely that those members of the IEEE in the know could accept that the operations of our international institute be governed by a political agenda hidden from the vast bulk of the membership. Others have suggested that there has been simple misjudgment, and a desire on the part of the IEEE leadership to be seen as a "good soldier". This suggestion is bolstered by the IEEE BOD talking about possible jail sentences for its employees, or using statements like "OFAC's authority is extraordinary, because it is grounded in presidential authority and national security", where other American societies have deliberately chosen to ignore OFAC.

Whatever the explanation, the position of the IEEE BOD is untenable. We can therefore expect that IEEE will soon put an end to an embargo it should have never initiated, and join the other scientific organizations in their refusal to apply the OFAC rulings. In addition, our petition has generated a lot of strongly worded protest letters addressed to the President of the IEEE. However, it is probably fair to say that, in order to help the IEEE leadership to take the right decision, we must continue to apply pressure from the membership through this petition, as well as all other means that you think might be useful. For this reason, we urge you to continue collecting signatures, at least until the deadline of March 10. Almost certainly, each one of you knows at least one other IEEE member who would be more than happy to join this petition drive.

After March 10, we will continue to keep you informed if new information arrives. If, as it looks now quite unlikely, IEEE continues its embargo until the end of the year, we may have to consider other steps to convince the IEEE leadership that the preservation of the international nature of IEEE is worth taking a stand.

In closing, I welcome all suggestions, ideas, and comments that you may wish to send me.

A final note
When we started this petition, we put a link to the official IEEE webpages related to the embargo, as well as specifically to the Open Letter of former President Michael Adler concerning this issue. This allowed each one of you to read the IEEE position before signing the petition. That same IEEE webpage now mentions our petition, but without any link to the petition itself and the motivation of the petitioners. It only links to the IEEE President's personal response to the petition, which he addressed to me in January. This shows a rather odd understanding, on the part of the IEEE leadership, of the free exchange of ideas and information.

Petition against IEEE embargo

You may or may not know that the IEEE Board of Directors has, for the last two years, drastically restricted its services to IEEE members from countries that are embargoed by the US government. The acceptance of government interference in the running of our Institute by the present IEEE leadership has angered many members, and there have been a flurry of individual protests. However, it appears that many if not most of the members are still unaware that the IEEE has been discriminating against some of our fellow members on the basis of their nationality or country of residence.

The issue has been discussed last week at the annual IEEE Conference on Decision and Control. A number of us have decided that it was time to organize an IEEE-wide reaction in order to express to the IEEE Board of Dirrectors the depth of our concern and our strong opposition to the use of discrimination on the basis of nationality or country of residence in an international scientific organization.

As a former Vice-President for Membership Activities of the IEEE Control Systems Society, in charge of internationalization, I am particularly sensitive to this issue which threatens the future of the IEEE as an international institute. Many IEEE members present at the IEEE CDC have pressed me to take an initiative, and have helped me initiate it. Thus, we have decided to start a petition action against the decision of the IEEE Board of Directors to discriminate against IEEE members from countries that are embargoed by the US government. With the help of a few IEEE colleagues, we have written a text that we are now proposing for signature to as many IEEE members as we can reach.

May I thus ask you to go to the petition website and to sign the petition if you agree with it. On that website and the IEEE pages to which it links, you will find full information about the embargo.

Even though the petition was started at the initiative of a few members from the Control Systems Society, it is important that it now be disseminated to all Societies and Regions.

I would therefore very much appreciate if you could pass this email on to IEEE colleagues from other societies. If you know colleagues from other societies than CSS who have access to databases of IEEE members, please send me their names and email addresses or ask them to get in touch with me. If you send the text yourself to colleagues who are willing to forward it to large numbers of IEEE members, please let me know so that I can coordinate the distribution. If the snowballing effect works well, we should quickly have thousands of signatures.

2. Sitzung des IEEE ExCom der Dt. Sektion

Am 26. September 2003 fand die zweite Sitzung des Executive Committees (ExCom) der Deutschen Sektion des IEEE unter der Leitung des neuen Section-Chair, Professor Schwab, in München statt. Meinen kurzen Zwischenbericht über die Aktivitäten unseres Joint Chapters EMB können Sie hier einsehen. Wie immer habe ich das Wichtigste für Sie im folgenden zusammengefasst.

  • Die Finanzlage der Deutschen Sektion ist "gesund". Ab sofort haben die Chapters, die wie unser EMB-Chapter Veranstaltungen aktiv organisieren, einen Verfügungsrahmen von jährlich Euro 600 um Veranstaltungen und Aktivitäten zu unterstützen. Dies wurde aufgrund der neuen leistungsbezogenen Mittelverteilung innerhalb der Region 8 beschlossen, über die ich bereits nach der letzten Sitzung berichtete.
  • Der Student Brach Congress der Region 8 des IEEE ist für den 04. bis 07. September 2004 in Passau geplat. Es werden vermutlich 180 Student Branches Teilnehmen. Hierunter die deutschen Branches aus Aachen, Bochum, Duisburg, Furtwangen, Hannover, München, Passau und Stuttgart.
  • Die Problematik des IEEE als Organisation nach amerikanischem Recht im Hinblick auf die jüngsten Anti-Terror-Gesetze wurde ausführlich diskutiert. Die Situation, dass per amerikanischem Gesetz gewisse Länder vom IEEE dahingehend diskriminiert werden müssen, dass keine finanziellen Transaktionen (Mitgliedsbeiträge, Literaturverkäufe, Conferenzteilnahmen) durchgeführt werden, hat insbesondere auch in Deutschland zu einer Protestwelle der Mitgleider und vermehrten Austritten geführt. Professor Schwab ruft alle Mitgleider zur Besonnenheit auf. Auch wenn die Situation derzeit noch unbefriedigend ist, wird Sie durch solche Aktionen nicht besser, sondern schwächt die Position des IEEE, der als internationale Organisation auch in Amerika gegen die neuen Vorschriften protestiert.

1. Sitzung des IEEE ExCom der Dt. Sektion

Am 14. März 2003 fand die erste Sitzung des Executive Committees (ExCom) der Deutschen Sektion des IEEE unter der Leitung des neuen Section-Chair, Professor Schwab, in Berlin statt. Meinen kurzen Zwischenbericht über die Aktivitäten unseres Joint Chapters EMB können Sie hier einsehen. Wie immer habe ich das Wichtigste für Sie im folgenden zusammengefasst.

  • Als frisch gewählter Vorsitzender stellt Herr Professor Schwab die Aufgaben und Ziele des neuen ExCom vor. Insbesondere soll die Anzahl von Senior und Fellow Members erhöht werden. Die Gründung eines Joint Awards mit dem VDE wirdangestrebt. Ebenso soll die Chapter-Neugründung nachhaltig unterstützt werden.
  • In der laufenden Amtsperiode sind von Professor Schwab drei neue Mitglieder in das ExCom berufen worden, Herr Boos (ABB Ladenburg) für Industrial Relations, Herr Schröppel für Awards and Nominations sowie Herr Becker als Student Branch Coordinator
  • Die Preissteigerung für studentische Mitglieder wird als Grund angesehen, dass die Zahl der studentischen Mitglieder nur noch gering zuwächst. Es besteht jedoch Hoffnung, das die drastischen Erhöhungen zumindest teilweise wieder zurrückgenommen werden. Das GOLD-Programm ist das wichtigste Instrument, um Studierende nach dem Abschluss als Mitgleider des IEEE zu halten.
  • In der Region 8 des IEEE wurde ein Aktivitätsbonus beschlossen. Sektionen, die mehr als 10 Meetings veranstalten, erhalten einen Basisbetrag von 2000 Dollar sowie 1,5, 3, bzw. 4 Dollar pro assoziiertem Mitglied, Mitglied, bzw. Fellow oder Senior. Darüber hinaus werden pro Chapter 200 Dollar bezahlt. Für jedes Chapter mit mehr als 6 Meetings werden noch einmal 75 Dollar bezahlt.
  • Die leistungsbezogene Honorierung von Aktivitäten soll innerhalb der Sektion auch an die Chapter weitergegeben werden. Deshalb ist auch unser EMB-Chapter aufgerufen, Veranstaltungen zu organisieren.

BVM Workshop 2003 mir über 200 Teilnehmern wieder erfolgreich

Soeben ist der Workshop "Bildverarbeitung für die Medizin" in Erlangen zu Ende gegangen. Dieser Workshop wurde von unserem Chapter mitveranstaltet, so dass IEEE Mitglieder ermäßigten Zugang erhielten. Insgesamt fanden sich über 200 Teilnehmer ein. Der Hauptvortrag wurde von Prof. Dr. Nicholas Ayache, INRIA, Frankreich zum Thema "Introducing physical and physiological models to improve medical image analysis and simulation" gehalten. Unser ausdrücklicher Dank gilt dem Organisationskomitee in Erlangen, insbesondere Herrn Dr. Thomas Wittenberg. Das Foto zeigt den IEEE-EMB Stand auf der Tagung.

Associated - Member - Senjor - Fellow

Anlässlich der wiederholten Schwierigkeiten möchte ich die Mitgliederarten im IEEE noch einmal kurz darstellen:

  • Associated: Mitgliedschaft mit nicht ausreichender Berufsqualifikation, die jedoch in Bezug auf die IEEE Publikationen und verbilligte Konferenzteilnahme keine Nachteile mit sich bringt.
  • Member: Vollwertige Mitgliedschaft.
  • Senjor: Vollwertige Mitgliedschaft nach mindestens 10 Jahren Berufserfahrung, in denen z.B. durch Publikationen die aktive Arbeit in den Tätigkeitsfeldern des IEEE dokumentiert ist. Während dieser Qualifizierung muss nicht unbedingt eine IEEE Mitgliedschaft bestanden haben. D.h. auch Neumitglieder können direkt zum Senjor Member werden.
  • Fellow: Besondere Ehrung für besonders verdiente Mitglieder. Hier kann man nur von Dritten vorgeschlagen werden.
Wenn Sie vom Associated zum Member migrieren möchten, so muss im Grunde nur dem IEEE bekannt gemacht werden, dass Sie eine entsprechende Berufsqualifikation vorweisen können. Um vom Member zum Senjor zu migrieren, kann man sich selber vorschlagen oder vorgeschlagen werden. Die Angaben zur Qualifikation müssen dann von drei Senjors oder Fellows bestätigt werden. Hierzu gibt es von IEEE spezielle Formblätter. Gerne helfe ich Ihnen in beiden Fällen weiter.

6. Sitzung des ExCom der Deutschen Sektion des IEEE

Am 11.11.2002 fand in Frankfurt am Main die 6. Sitzung des Executive Committee (ExCom) der Deutschen Sektion des IEEE statt. Meinen kurzen Zwischenbericht über die Aktivitäten unseres Joint Chapters EMB können Sie hier einsehen. Die wichtigsten Aspekte der Sitzung habe ich für Sie im Folgenden wieder kurz zusammengefasst:

  • Neuer Vorstand: Ab 1.1.2003 ist der neue Vorstand der Deutschen Sektion des IEEE in Amt und Würden:
    • Vorsitzender: Prof. Dr. Schwab (TU Karlsruhe)
    • Stellvertreter: Dipl.-Ing. Schroeter (DANET, Weiterstadt)
    • Schatzmeister: Prof. Dr. Wiesbeck (TU Karlsruhe)
  • Membership-Status: Nach wie vor zeigt die Entwicklung der Memberschip-Daten, dass im deutschsprachigen Raum viele Neumitglieder mit dem Status des Associated Member aufgenommen werden. Dies hat zunächst keine merkbaren Nachteile. Problem ist jedoch, dass Associated Members keine Ämter im IEEE übernehmen können und auch die jeweilige Sektion (De/Au/Sw) weniger Mittel zur Verfügung bekommt. Der Fehler liegt schlicht darin, dass bei der Bearbeitung der Anmeldung in den USA - meist aufgrund von Schreibweisen - nicht erkannt wird, dass das neue Mitglied eine entsprechende Berufsausbildung hat, d.h. eine Universität, Technische Hochschule oder Fachhochschule abgeschlossen hat. Das ExCom bittet die Betroffenen, sich zu melden.

Arbeitsgemeinschaft Ultraschall

Herr Professor Helmut Ermert vom Kompetenzzentrum Medizintechnik Ruhr hat die Einrichtung einer interdisziplinären Arbeitsgemeinschaft Ultraschall angeregt. Medizinische Ultraschall-Bildgebung ist in vielen Fachgesellschaften ein Thema. Neben unserem Joint Chapter gehören hierzu z.B.:

The EMBEC'02 has been very successful and attracted more than 1000 participants from more than 50 countries.

1. On behalf of the Local Organizing Committee I want to express my sincere thanks and gratitude to all colleagues and participants, but especially to those colleagues who have actively contributed to that great success by reviewing submitted papers, by organizing special events, e.g. tutorials, special sessions, workshops, seminar etc, or by reporting their activities and presenting their results.

2. We are working to bring some photographs in the EMBEC'02 homepage (https://www.embec.org) in the next few days. First photographs from the Opening Ceremony and the Reception in the City Hall of Vienna can be found under "Gallery EMBEC'02". More photographs will be included ("Heurigenabend", Closing Ceremony, etc.) in the near future!

3. Some proceedings have been left over and can be ordered, either from me or from bookshops. The proceedings are published as Vol. 3 / 2002 in the IFMBE Proceedings Series (ISSN 1680-0737, ISBN 3-901351-62-0). The price is set to 85,- Euro for the 2 volumes, format A4, weight 4 kg, containing more than 800 full-length manuscripts on more than 1700 pages, equipped with 3 registers (content, authors, keywords). These proceedings provide an unparalleled and informative survey on the most challenging topics and advances in Medical and Biological Engineering.

As a special offer to universities, institutes, academies including individual staff members, the price of 85,- Euro is an retail price that includes postage (regular mail) and packaging material. In that case pre-payment is requested. For companies, the expenses for postage (depending upon the postal zone) and packaging will be added to the price of 85,- Euro for the proceedings. An invoice will be sent with the proceedings.

Please regard that delivery of the proceedings can only be guaranteed as long as copies are left over. There will be no reprint.

Last Minute EMBEC'02 Program Extension

The Organizers of the 2nd European Medical & Biological Engineering Conference EMBEC'02 in Vienna (Dec. 04 - 08, 2002) are happy to announce that desks with information material regarding the framework and EUREKA programmes are provided in the registration area by the Bureau for International Research and Technology Cooperation (BIT) together with the EUREKA organization. Experts will be available to answer questions and inform about the formalities. A representative of EUREKA will take part in the 1st European MBE Forum "The role of MBES in Europe" and give a report. For colleagues from South-Eastern Europe it might be of special interest that APS (European Programmes for Technologies and Training) has also promised to join the BIT for this occasion.

It is only a few days until EMBEC'02, and I am looking forward to meeting you there.

Chapter-Workshop in Gießen erfolgreich durchgeführt

Vom 20.-21.09.2002 fand in Gießen das 11. German EEG/EP Mapping Meeting statt. Im diesem Rahmen wurde mit Unterstützung des Chapters ein zweistündiger Workshop zum Thema "Trends and new methods in EEG analysis" durchgeführt und von 35 Teilnehmern, davon mindestens 5 Chapter-Mitgliedern besucht. Für Chapter-Mitglieder war die Teilnahme kostenfrei. Der geladene Vortrag von Priv.-Doz. Dr.rer.nat. Dipl.-Phys. Klaus Lehnertz, Klinik für Epileptologie, Universität Bonn, zum Thema "Non-linear methods of EEG analysis for the prediction of epileptic seizures" hat bei dem internationalen Publikum großen Anklang gefunden und mit dazu beigetragen, dass dieser Workshop ein voller Erfolg geworden ist. Besonderer Dank gilt Herrn Prof. Herbert Witte aus Jena für die Organisation dieses Workshops.

Knapp 250 Teilnehmer an der Special-Session unseres Chapters auf der BIOMAG 2002

In diesem Jahr wurde die 13th International Conference on Biomagnetism (BIOMAG 2002) vom 10.-14.08.2002 in Jena durchgeführt. Dies war Anlass, eine Special Session unseres Chapters zu organisieren. Teil 1 dieser Session wurde unter dem Thema "Advanced Methods in Signal Analysis" und Teil 2 mit dem Schwerpunkt "Independent Component Analysis im MEG/EEG Signal Processing" durchgeführt. Von den über 600 Teilnehmern der Biomag Conference aus über 30 Ländern waren ca. 250 Wissenschafler zu dieser IEEE-EMB Session gekommen, davon ca. 30 Chapter-Mitglieder, die unter anderem den Vortrag von Dr. Patrick Celka, CSEM Systems Engineering, Neuchatel, Schweiz, zum Thema "Possibilities and limitations of ICA in EEG signal analysis" hören wollten. Wir danken Herrn Prof. Witte und Herrn Dr. Haueisen aus Jena für die Organisation dieser Session.

IEEE Germany Section Bylaws

Die Deutsche Section des IEEE hat neue Bylaws verabschiedet. Wesentlicher Punkt ist hier die stärkere Befristung der Amtsperioden des Vorstandes, bestehend aus Chair, Vice Chair, Secretary, and Treasurer, die nunmehr 2 Jahre betragen soll. Beginn einer Amtsperiode ist immer der 1. Januar. Der exakte Wortlaut ist hier erhältlich.

First of all, my most sincere thanks to the hundreds of you that answered my request for input back in May. I received a lot of excellent ideas, concerns, general information, etc. Some of our member asked not to receive further mailings but, still, generously gave us their input.

During the past months, I have answered, directly to each member, most of the messages received. I may have missed a few, to these I apologize, never thought to receive so many questions, concerns and ideas. Some questions have been published in the "Questions and Answers" section of our web page. IEEE is going through very difficult moments. The financial reserves of our societies and other entities are diminishing at a very rapid pace. Today, more than ever, the IEEE Board of Directors needs people with experience in finance, administration and corporate business. These are the key volunteers that will return the IEEE to its position of glory.

As you know, I am committed to work on the issues facing IEEE. My business experience, as the CEO of a corporation for 42 years gives me the business ability to preside our IEEE. My experience in the technical as well as in the regional boards of IEEE - as a Director - is unique. My record of accomplishments during 8 years as a member of the IEEE Board of Directors is known to many. It can be reviewed in my electronic page.

In a few days you will be receiving your ballots. Please make sure you participate in this very important election. You, as a member, are responsible to elect the leaders that will drive our Institute forward. Das IEEE Sekretariat in Frankfurt hat nun in den letzten Tagen die Wahlunterlagen verschickt. Darf ich Sie um Ihre Stimme bitten und falls möglich um die von IEEE Kollegen in Ihrem Umfeld? Ihre Stimme hat grosses Gewicht, da erfahrungsgemäss die Wahlbeteiligung leider nur etwa 20 Prozent beträgt. 5. Sitzung des ExCom der Deutschen Sektion des IEEE

Am 29.04.2002 fand in Frankfurt am Main die 5. Sitzung des Executive Committee (ExCom) der Deutschen Sektion des IEEE statt. Meinen kurzen Zwischenbericht über die Aktivitäten unseres Joint Chapters EMB können Sie hier einsehen. Die wichtigsten Aspekte der Sitzung habe ich für Sie im Folgenden wieder kurz zusammengefasst:

  • Prominenter Besuch: Auf der Sitzung waren als prominente Gäste der IEEE President Prof. R. Findlay und der Director Elect of Region 8, Prof. T. Davies anwesend. Dementsprechend wurden vor allem auch grundsätzliche Themen besprochen. Prof. Findlay hob die besondere Bedeutung der Student Branches hervor; Prof. Davies sieht in der internationalen Struktur des IEEE einen besonderen Nutzen unseres Vereines.
  • Industriekontakte: Auf der letzten Sitzung des ExCo wurde bereits diskutiert, ob sich die Position und Bedeutung des IEEE in Deutschland durch verstärkte Kontakte zur Industrie verbessern ließen. Dr. Volker Steinbiss, Philips Forschungslabor, Aachen leitete eine Diskussion, um dieses noch etwas diffuse Ziel zu präzisieren. Innerhalb der Region 8 wurde ein Industry Relation Committee gegründet, in dem die Deutsche Sektion durch Dr. Steinbiss vertreten wird. Anregungen der Mitglieder zu dieser noch laufenden Diskussion sind erwünscht und direkt an Dr. Steinbiss zu richten; am besten per EMail.
  • Nominierung: Für die Neuwahlen des Vorstandes der IEEE Deutschen Sektion wurden nominiert:

Students all over the World join EMBS
from the region 8 student news

EMBS is a technical society, and our members have an interest in biomedical engineering. Members range from clinical and biomedical engineers to medical doctors and physicists. We have over 1000 student members, and would like to invite more students to join us!

EMBS provides students with lots of resources and opportunities to learn about biomedical engineering, or to keep up with the advances in this rapidly growing field. You´ll find 10 good reasons to join EMBS on our student website (https://www.ewh.ieee.org/soc/embs/student/). The cost of student membership in EMBS for IEEE student members is $8 US per year.

EMBS chapters and clubs are a great way to get students with an interest in biomedical engineering involved with IEEE student branches. We realize that it may be difficult to start a chapter, so we´ve developed EMBS clubs as an alternative. Clubs require only 1 person (advisor or student) to be an EMBS member. Chapters and clubs receive free resources on biomedical engineering, and are eligible to apply for matching funding for local events or projects. Examples of events held by our clubs include a speaker series on topics in biomedical engineering, talks by medical students on writing the MCAT, and tours of local biomedical companies. To help with establishing an EMBS Club, we can provide a complimentary copy of the EMBS Career Video on Biomedical Engineering and provide a poster for membership recruitment.

Zusammenarbeit des EMB mit anderen Arbeitsgruppen
AG Medizinische Bildverarbeitung der GMDS und AG Informationstechnologien der DRG

Am 17.04.2002 habe ich in Aachen mit Prof. Dr. Berthold Wein (Stellv. Vorsitzender der AGIT) ein Gespräch mit dem Ziel geführt, die inhaltliche Zusammenarbeit der einzelnen Arbeitsgruppen zu intensivieren.

Organisation, Struktur und Arbeitsinhalte der GMDS AG Medizinische Bildverarbeitung (MBV) sind hier beschrieben.

Organisation und Struktur der AGIT: Die Arbeitsgemeinschaft Informationstechnologie (AGIT, https://www.uni-mainz.de/FB/Medizin/Radiologie/agit) der Deutschen Röntgengesellschaft (DRG, https://www.drg.de) ist ein vom Vorstand der DRG eingesetztes Organ. Die Mitglieder der DRG (ca. 6500 Radiologen) können kostenfrei der AGIT beitreten. Derzeit hat die AGIT 40-50 Mitglieder. Die AGIT trifft sich einmal im Jahr im Rahmen des Deutschen Röntgenkongresses in Wiesbaden, wobei dort 20-40 Teilnehmer anwesend sind. Sie ist beschlußfähig, wenn mindestens die Hälfte der Mitglieder anwesend ist. Sie wählt einen Vorstand aus 5 Personen (Vorsitzender: Prof. Klose, Marburg). Die wesentliche Arbeit der AGIT wird vom Vorstand gemacht, der sich ebenfalls einmal pro Jahr zur Vorstandssitzung trifft. Darüber hinaus kommunizieren die Mitgleider hauptsächlich über E-Mail und Telefon.

Arbeitsinhalte der AGIT waren und sind vor allem die Mitorganisation der Sonderausstellung "@Röntgen" im Rahmen des Deutschen Röntgenkongresses, die Mitarbeit bei der Neufassung der Deutschen Röntgenverordnung, Projekte zur Telemedizin sowie auch die Vertretung deutscher radiologischer Interessen im Rahmen des internationalen DICOM Konsortiums. Derzeit ist die IHE-Initiative Deutschland ein Hauptarbeitsbereich. IHE steht für "integrating the healthcare enterprise", die die maximale Interoperabilität digitaler Systeme in Radiologie und Medizin zum Ziel hat, was durch eine kontinuierliche und eng abgestimmte Zusammenarbeit von Firmen und Anwendern erreicht werden soll. Im Rahmen dieser Aktivitäten gibt es auf dem Deutschen Röntgenkongress vom 09. bis 10.05.2002 in Wiesbaden einen großen Informationsstand im Rahmen der Sonderausstellung "@Röntgen".

Der Vorstand der AGIT wird am 08. Mai neu gewählt, wobei die jetzigen Vorsitzenden bzw. stellvertretenden Vorsitzenden für eine weitere Amtsperiode nicht mehr zur Verfügung stehen.

Chapter-Workshop zum Thema Medizinische Bildverarbeitung mit über 200 Teilnehmern

Vom 10.03.2002 bis zum 12.03.2002 fand der Workshop "Bildverarbeitung für die Medizin 2002" an der Universität Lübeck statt, der von unserem Chapter gemeinsam mit dem Max Planck Institut für neuropsychologische Forschung Leipzig, dem Institut für Informatik der Universität Leipzig, der Gesellschaft für Medizinische Informatik, Biometrie und Epidemiologie (GMDS), der Gesellschaft für Informatik (GI), dem Leipziger Informatik-Verbund (LIV), der Deutsche Arbeitsgemeinschaft für Mustererkennung (DAGM), dem Berufsverband Medizinischer Informatiker (BVMI) und der Deutschen Gesellschaft für Biomedizinische Technik (DGBMT) durchgeführt wurde. Von den über 200 Teilnehmern konnten die ca. 30 Mitglieder des IEEE für einen ermäßigten Beitrag an der gesammten Veranstaltung teilnehmen. Besonders hervorzuheben sind die eingeladenen Vorträge von Prof. Dr. med. habil. Osama Sabri, Klinik und Poliklinik für Nuklearmedizin, Universitätsklinikum Leipzig und Prof. Dr. Demetri Terzopoulos, Lucy and Henry Moses Professor of Computer Science and Mathematics, Media Research Lab & Courant Institute of Mathematical Sciences, New York University. Frau Dr. Monika Meiler, Institut für Informatik der Universität Leipzig hat durch die perfekte Organisation der gesammten Veranstaltung entschieden am Gelingen dieses Workshops beigetragen. Der Workshop "Bildverarbeitung für die Medizin 2003" wird nächstes Jahr in Erlangen stattfinden. Schon jetzt sind alle Mitglieder des Chapters herzlich eingeladen, auch 2003 für ermäßigte Gebühren am Workshop teilzunehmen.

4. Sitzung des ExCom der Deutschen Sektion des IEEE

Am 10.12.2001 fand in Frankfurt am Main die 4. Sitzung des Executive Committee (ExCom) der Deutschen Sektion des IEEE statt. Die für das Joint Chapter EMB wichtigsten Aspekte sind im Folgenden zusammengefasst:

  • Mitgliederentwicklung: Die Mitgliederentwicklung der gesamten Region 8 hat eine Steigerungsrate von 10,4 %. In Deutschland betrug die Steigerung innerhalb eines Jahres bis zum Oktober 2001 6 %, d. h. ca. 200 Mitglieder sind hier neu hinzugekommen.
  • Veranstaltungen unter Beteiligung der Deutschen Sektion des IEEE: Hier möchte ich für den Bereich EMB auf das International Ultrasonic Symposium hinweisen, eine Fachtagung, die vom 08. bis 11.10.2002 in München stattfinden wird.   • Im Juni/Juli 2002 wird an der Universität Passau ein IEEE-Student-Branch-Meeting stattfinden, zu dem studentische Vertreter von allen IEEE-Standorten Deutschlands eingeladen sind. Weitere Informationen hierzu sind über den Student-Branch-Coordinator, Professor Francesco P. Volpe, an der FH Aschaffenburg (F.Volpe@ieee.org) zu erfahren.
  • Neuwahlen der Mitglieder des Executive-Committees: In diesem Jahr stehen Neuwahlen für die IEEE-Repräsentanten der Deutschen Sektion an. Wer Interesse hat, im Rahmen der IEEE-German Section Funktionen zu übernehmen, wendet sich am Besten an den derzeitigen Vorsitzenden, Herrn Professor H. L. Hartnagel an der TU Darmstadt (hartnagel@ieee.org).

Reisebericht 23. Annual Meeting der IEEE EMB vom 25.-28.10.2001 Istanbul, Türkei

Die diesjährige Jahrestagung unserer Society stand unter dem Motto "Building new bridges at the frontiers of engineering and medicine". Die unter diesem Motto zusammengefassten Themen der Konferenz waren in 9 Gebiete gegliedert:

  • Cardiovascular Systems and Engineerig
  • Neural Systems and Engineering
  • Neuromuscular Systems and Rehabilitation Engineering
  • Biomedical Signal and System Analysis
  • Medical and Cellular Imaging and Systems
  • Molecular, Cellular and Tissue Engineering
  • Biomedical Sensors and Instrumentation
  • Biomedical Information Engineering
  • Health Care Technology and Biomedical Education
In diesem komplexen Programm waren die 4 Konferenztage von jeweils 8 Uhr morgens bis 19 Uhr abends belegt, wobei bis zu 9 Vortragssessions parallel stattfanden. Leider wurden auf Grund der jüngsten Ereignisse kurzfristig zahlreiche Vorträge zurückgezogen. Von den insgesamt 1200 geplanten Präsentationen haben letztlich nur ca. 850 stattgefunden. Dies führte natürlich zu Lücken in den einzelnen Sessions, die seitens der Veranstalter durch Umstrukturierung bzw. Ersatz jedoch bestmöglich gefüllt werden konnte.
Im Rahmen der Jahrestagung fand am 16.10.2001 um 13 Uhr im Raum Sultan 1 das informelle Meeting des Joint Chapters EMB (IEEE German Section) statt. Seitens der Mitglieder wurde der Wunsch geäußert, im Bereich der medizinischen Signalverarbeitung auch im Jahr 2002 ein eigenes Meeting durchzuführen. Dieses wird im Rahmen der 13. Int. Conference on Biomagnetism (BIOMAG 2002), die vom 08.-14.08.2002 in Jena stattfindet, durchgeführt werden. Ansprechpartner für dieses Meeting ist Herr Dr.-Ing. Jens Haueisen, Klinikum der Friedrich-Schiller-Universität Jena, Klinik für Neurologie sowie Herr Prof. Dr. Herbert Witte, Institut für Medizinische Statistik, Informatik und Dokumentation, Klinikum der Friedrich-Schiller-Universität Jena. Über 300 Teilnehmer der EMB-Mailing Liste

Nach dem ersten Rundbrief im Sommer des Jahres, wurde die EMB-Mailing Liste installiert. Selbsteintragungen sowie die Daten des IEEE Headquarters wurden berücksichtigt. Ebenfalls wurden alle rückgesendeten Fragebögen zur Email-Erfassung eingetragen. Der zweite Rundbrief an alle Mitglieder Anfang Oktober wurde auf Basis dieser Liste verteilt. Damit wurden auch die nunmehr eingetragenen Adressen verifiziert. Derzeit haben wir 326 gültige Email-Adressen im Verteiler. Nach wie vor kann sich jeder jederzeit über die Web-Seite selbst dort eintragen. Der 3. Rundbrief 2001 an die Mitglieder des Joint Chapters EMB wird kurz vor Weihnachten ebenfalls elektronisch versendet werden.

3. Sitzung des Executivkomitees der Deutschen Section des IEEE

Am 26.04.2001 fand in Frankfurt am Main die 3. Sitzung des Executivkomitees (ExCom) der Deutschen Section des IEEE statt. Halbjährlich treffen sich die Chairmen and Administratoren der Deutschen Section des IEEE mit den Chairmen der Society-Chapter, Student Branches sowie der GOLD Affinity Group. Die für das Joint Chapter EMB wichtigsten Dinge sind im folgenden zusammengefasst:

  • Innerhalb der Deutschen Sektion existieren derzeit die folgenden Chapter:
    • Circuits Systems
    • Communications
    • Computer
    • Elektromagnetic Compatibility
    • Components, Packaging and Manufacturing Technology
    • Electron Devices
    • Power Engineering
    • Robotics and Automation
    • Signal Processing
    • Solid State Circuits
    • Ultrasonics, Ferroelectrics and Frequency Control
    • Engineering in Medicine and Biology
    • Industry Applications & Power Electronics
    • Information Theory
    • Lasers and Electro-Optics
    • Microwave Theory and Techniques & Antennas and Propagation
    • Nuclear and Plasma Sciences

  • Derzeit existieren an folgenden deutschen Hochschulen Student Branches:
    Aachen, Bochum, Duisburg, Esslingen, Furtwangen, Hannover, Kaiserslautern, Karlsruhe, München, Passau und Stuttgart. Student Branch Coordinator ist Herr Prof. Volpe, FH Aschaffenburg.

  • Für Neugründungen (Chapter, Student Branches) und deren Aktivitäten stehen künftig verstärkt Mittel seitens der Deutschen Section zu Verfügung. Dies gilt jedoch nicht zur Unterstützung von Tagungen.

  • Der Chairman der IEEE German Section, Herr Prof. Hartnagel, TU Darmstadt, hat sich beim letzten Meeting der Region 8 Chairs dafür eingesetzt, den Mitglieds-Status "Associeted Member" als "Mitglied 2. Klasse" gänzlich abzuschaffen. Derzeit ist die Situation die, dass ordentliche Mitglieder im IEEE ("Full Member") einen entsprechenden qualifizierenden Hochschulabschluss vorweisen müssen. Aufgrund der unterschiedlichen Systeme in USA und Europa passiert es leider häufig, dass bei der Aufnahme in die Fachgesellschaft kein voller Member-Status gewährt wird, obwohl die Voraussetzungen eigentlich erfült sind. Bei Problemen dieser Art wenden Sie sich bitte direkt an mich oder Prof. Hartnagel.

Arbeitsprogramm des Joint Chapters 2001 - 2004

Als neuer Vorsitzender des IEEE Joint Chapters Engineering in Medicine and Biology (IEEE German Section) möchte ich an die erfolgreiche Arbeit von Herrn Prof. Witte anknüpfen. Dank seines persönlichen Einsatzes ist das Joint Chapter EMB seit mehreren Jahren ein aktives Chapter. Aktive Chapter müssen jährlich mindestens 2 Veranstaltungen durchführen. Im Vergleich zu passiven Chaptern stehen dann im Folgejahr etwas mehr Mittel zur Unterstützung der Chapter-Aktivitäten zur Verfügung.

Wichtig erscheint mir darüber hinaus die verstärkte Kommunikation innerhalb der Mitglieder des Chapters, denn der IEEE ist mehr als nur günstiger Bezug renommierter Fachzeitschriften.

  • In meiner Amtszeit möchte ich hierzu ein E-Mail-Alias einrichten und pflegen, mit dem jedes Mitglied alle anderen direkt erreichen kann. Veranstaltungen können hierüber angekündigt werden. Weiterhin soll dies auch Basis zur Diskussion von Fragen und Anregungen sein.
  • Ein weiteres wichtiges Ziel sehe ich in der Förderung des persönlichen Erfahrungsaustausches. Das Sponsoring von Workshops macht nicht nur diese selbst erst möglich, sondern ermöglicht durch ermäßigte Gebühren für Mitglieder des IEEE unter Umständen auch erst deren Teilnahme.
  • Wichtig erscheint mir in diesem Zusammenhang die verstärkte Zusammenarbeit mit anderen Fachgesellschaften. Hierzu zählen nicht nur verwandte Societys des IEEE, wie die Signal Processing Society oder die Computer Society, sondern auch die Deutsche Gesellschaft für Biomedizinische Technik DGBMT im VDE, die Gesellschaft für Informatik GI, die Deutsche Gesellschaft für Medizinische Informatik, Biometrie und Epidemiologie GMDS sowie die Deutsche Arbeitsgemeinschaft für Mustererkennung DAGM, die jeweils wiederum Unterbereiche im Medical Engineering oder verwandten Disziplinen unterhalten. Dies wird durch meine Mitgliedschaft in o.g. Gesellschaften erleichtert.
Obwohl mein persönlicher Schwerpunkt in der medizinischen Bildverarbeitung liegt, möchte ich als Vorsitzender des Joint Chapters EMB alle Bereiche der biomedizinischen Technik gleichermaßen unterstützen. Ich freue mich diesbezüglich über alle Kommentare und Anregungen von Ihnen.

Die Neuwahl des Chapter-Vorsitzenden zum 01.03.2001

Für das Amt des Chapter-Vorsitzenden kanditierte Herr Dr. Thomas Lehmann, RWTH Aachen. Hiermit möchte ich den Ausgang der Wahl offiziell bekannt geben: Von den 552 versandten Wahlzetteln hatten wir einen Rücklauf von 49, davon haben alle mit "Ja" gestimmt. Herr Lehmann hat die Wahl angenommen. Ich gratuliere ihm als neuen Chapter-Vorsitzenden ganz herzlich und wünsche für seine Arbeit viel Erfolg.
