The Council Members (2009-2010)

Dr Ing Carl James Debono (Chairman), received his bachelor degree from the University of Malta, in 1997 and PhD in Electronics and Computer Engineering from the University of Pavia, Italy, in 2000. In 1997 he was a Research Engineer in the Department of Microelectronics at the University of Malta. In 2000 he was engaged as a Research Associate with Texas A&M University, Texas under Prof. Franco Maloberti. In 2001 he was appointed Lecturer at the University of Malta and subsequently was promoted to Senior Lecturer in 2006. Dr Debono is involved in a number of research projects funded by Industry and European Framework programmes. He served as the first Chair of the Malta Section between 2006 and 2008. His research interests are in RF and Microwave System Development and Applications, Modelling of Communications Systems, and Resilient Multimedia Transmission.

 

Mr Owen Casha (Vice Chairman) received the B. Elec. Eng. (Hons) degree from the University of Malta in 2004 with First Class Honours. In the same year, he joined the Department of Electronic Systems Engineering (Faculty of Engineering) as a Post Graduate Trainee. In 2007 he was appointed as Assistant Lecturer in the Department of Microelectronics and Nanoelectronics (Faculty of ICT). He is currently reading for a Ph.D. in Radio Frequency Integrated Circuit Design. From September 2007 till June 2008, he was on a research collaboration with CEA-LETI (Grenoble, France) and ST-Microelectronics, as part of his doctorate studies. His research interests are low voltage low phase noise radio frequency oscillators and synthesizers, design of high speed integrated circuits and RF MEMS design.

 

Ing Keith Sacco (Secretary), is an IT Engineer by profession, Keith Sacco is currently employed with CVA Technology Co. Ltd. as Chief Operations Officer working mainly on long range Wi-Fi technologies and ANPR / OCR systems. Prior to CVA, Keith worked Atlas Technology Group (Malta) Ltd as a Project Manager, with DataStream, Maltanet Ltd and Vodafone (Malta) Ltd. Keith obtained a BSc IT degree with honors from the University of Malta in 2001 and a Masters Degree in Business Administration specializing in e-Business and e-Commerce.

 

Dr Ing Edward Gatt (Treasurer), is a Lecturer at the University of Malta, Department of Microelectronics and Nanoelectronics. He graduated as an Electrical Engineering from University of Malta in 1993. He obtained an M.Phil. in Microelectronics from the University of Malta in 1998 and successfully read for a PhD in 2005 from the University of Surrey. His research interests include analogue and digital VLSI design and neural networks for speech and signal processing.

 

Ing Dunstan Briffa (Membership Development), graduated in Electrical Engineering from the University of Malta in 1999 and obtained his engineering warrant in 2003. He had been employed with STMicroelectronics (Malta) Ltd for seven years working within the Equipment Engineering and Automation Department, as well as the local R&D Imaging Section. For the following two years Dunstan stopped his full time employment in order to dedicate his time to raising his son. Currently, Dunstan is employed as a lecturer at St. Martin’s Institute of IT.

 

Ms Tracey Cassar (Student Activities and Educational Development), graduated as an electrical engineer from the University of Malta in 2004 and is now reading for a PhD in the area of biomedical engineering, particularly focussing on the analysis of electroencephalographic (EEG) data. Tracey is an Assistant Lecturer with the Department of Systems and Control Engineering at the University of Malta and her research interests include EEG analysis, Brain Computer Interface systems and System identification.

 

Mr Owen Sacco (Webmaster), received his bachelor degree from the University of Malta in 2005 and Master in Information Technology from the University of Malta in 2008. He is currently reading for a MSc in the area of Artificial Intelligence, focusing on the Semantic Web. He is currently employed with Shireburn Software Ltd as a Software Developer. His research interests include collaborative authoring, annotation, folksonomy, Ontology generation and agent technology.

 

Mr Clifford De Raffaele (Student Branch Representative), was conferred an electrical engineering degree from the University of Malta on December 2008. During his studies he was employed as a research and development engineer with Dionica R&D Ltd for two years. Following thus, he commenced his postgraduate studies in the department of Computer and Communications Engineering in February 2009. He currently holds the position of chairman for the IEEE Malta Student Branch. His research interests include wireless communications, multimedia signal processing and embedded systems.
