On behalf of the International Advisory Board, Program Committee and Local Organizing Committee we are happy to welcome all Eurocon2009 participants in Saint Petersburg, Russia.

The Conference is devoted to the 150 anniversary of great Russian scientist Alexander S. Popov, which was the first to openly demonstrate radio signals transmission and receiving on May 7, 1895. The main Conference venue is Saint Petersburg Electrotechnical University “LETI” which was lucky to have Alexander S. Popov as the first elected Director. However the Eurocon2009 commemorates also another founder of modern communications – the member of Saint Petersburg Academy of Science Pavel L. Shilling who created one of the first operating electromagnetic telegraphs. The second Conference venue is A.S. Popov Central Museum of Communications exposing the original Shilling’s apparatus in the building of former Main Postal and Telegraph Service of the Russian Empire. This historic Electrical Engineering event is being marked recently by the IEEE Milestone Plaque to be unveiled during the Conference. The third Eurocon2009 venue is Saint Petersburg University of Telecommunications training young future inventors and engineers in the field of electrical engineering and communications.

The Conference will start on Monday 18, 2009 with a plenary session in LETI. Then all participants will be transferred to the A.S. Popov Central Museum of Communications to attend the solemn unveiling of the Shilling’s Milestone Plaque and view a vast Museum exposition including remarkable Alfred Nobel exhibition. The evening reception in the Museum atrium will provide all visitors a good chance to meet old friends and establish new contacts among about 400 Eurocon2009 worldwide participants.

Scientific presentations are divided into 19 oral sessions and 3 poster sessions within the period of May 19 – 21. More than 540 papers were submitted to the Conference. In accordance with more than 150 highly qualified reviewers recommendations the Program Committee selected 471 papers for presentation and publication. The good Eurocon tradition – a Student Paper Contest will be arranged on May 19 as the special session SS3. The Conference Social Program includes Saint Petersburg evening sightseeing bus tour and a visit to the wonderful fountain center – Petershoff.

We look forward to seeing you in splendid Saint Petersburg – “Venice of the North”, the city of white nights, 60 canals and rivers, 500 bridges, 120 Universities, 200 Museums, other beautiful palaces and monuments and an outstanding engineering community.
