SUBJECT: Region 3 Funding for Sections Congress '99


Following is an Action Item for the Region 3 EXCOM meeting in Orlando and
an information item for the Region 3 meeting.  As it is not coming from a
committee it will require a second when it is presented at the meeting.

This proposal is based on the 1996 funding which was considered successful
and did not expose the Region to any great financial liability.


ACTION ITEM:

MOVED: That PRELIMINARY REGION 3 FUNDING FOR SECTIONS CONGRESS '99 as
described in the following proposal be approved for guidance of the
Sections in planning their financial commitments toward Sections Congress
'99.  This scheme will subject to later changes when additional information
is available from Regional Activities.  A final funding proposal will be
provided for approval at a later date when more exact financial data is
available, not later than the first Region 3 Excom meeting in 1999.

          PRELIMINARY REGION 3 FUNDING FOR SECTIONS CONGRESS '99

SC'99 is a function of the Regional Activities Board (RAB).  While RAB
covers the meeting costs and a portion of the airfare for the primary
delegates, room charges, incidental ground expenses and the remainder of
the airfare must be covered by others.

RAB Funding provided to Region 3 for assisting Sections is based on a
portion of the estimated airfare for the 43 Sections in Region 3.  For past
Congresses the portion has been one half the air fare.  Details on the
amount for SC'99 are not available at this time.  As of April 1, 1998 the
average airfare obtained from the IEEE Travel Service between appropriate
cities in Region 3 and Minneapolis is $ 370.   These are restricted fares
requiring Saturday night stay and advance purchase and are subject to
constant change.

Funding assistance from RAB is for the Primary Section Delegate.  The
target Delegate is the Section Chair.  On-site ground expenses are
estimated at $ 750 including three nights at the hotel, non-Congress meals,
and transportation to and from the airport.

PRIMARY FUNDING

Use RAB Funds plus Region 3 funds as necessary.  Cover full airfare for one
Delegate per Section (Economy/coach, 21 day advance, Saturday night stay.)
Each Section's assistance will be based on actual airfare.  Section to
request funds, through the Director, PROVIDING NAME OF DELEGATE, PHOTOCOPY
OF CONFIRMED HOTEL RESERVATION, AND ACTUAL AIRFARE AS SHOWN ON A PHOTOCOPY
OF THE AIRLINE RECEIPT.

If requested, Region 3 will send an advance check about one month prior to
the Congress to cover airfare, on receipt of the information listed in the
preceding paragraph.  Airfare will be limited to the cost figure furnished
to Region 3 by the IEEE Travel Service 30-40 days in advance.  Check will
be made payable to the Section which will reimburse the Primary Delegate.

SECONDARY FUNDING

Use remaining Region 3 funds to provide up to one half of ground expenses,
maximum aid, $ 425.  Total provided will be limited by amount of remaining
funds.  Section to request funds providing justification, reason additional
funds are required, commitments for available Section funds, and 1998
Section Financial Report filed with the Region.  If no report is filed, the
Director will rely on year end 1998 Section Financial Statistics in his possession.

Part of Region 3 supplied commitment will be reserved for funding Council
and/or Region representatives who do not have funding from other sources.

TERTIARY FUNDING

Use remaining Region 3 funds, if any, for hardship cases.  Section to
petition Director, justifying need and showing that Section and Delegate
cannot obtain funding elsewhere.  Funding for delegate attendance
(approximately $ 1150) has always been predicated on the Section funding
one half the total air and ground costs.  We hope you have set aside some
dollars each year since the last Congress, as suggested earlier.  Funds
granted under Tertiary Funding will be from unused Primary and Secondary
Funding (no additional financial exposure to the Region).
