He was the driving force behind the creation of the VA Coordinating Council, between the VA Council and the Northern VA Section. He worked on both Pre-college Education and Legislative activities within Virginia on our behalf. Jim and his work will be greatly missed by the Council. This spring, the VA Council switched to a Consolidation account, which now contains all of our funds, and we have closed our local account. In June, Ralph Russell provided a presentation on the proposed plan for 2001 Jamboree, which involves combining efforts for the Electricity & Electronics Merit Badges. Ralph would like IEEE to provide $15,000, 3 leaders to organize the project, and 150 volunteers over the duration of the project. The council has agreed to help find funding for this event, and has created an ad hoc Merit Badge 2001 committee consisting of Jim Bussert and Ralph Russell, of the Richmond section, and Andy Hargrove and Mike McBeth of the Hampton Roads section. Ralph Russell is the chairman, spokesman, and overall director for the committee. Val Bodin was nominated for Region 3 director-elect in 2002/2003 by the Council. The Council is continuing work on finding a liaison person in each of the House of Representatives districts. The plan is to match up a member in each district using SAMIEEE and a map of each district, so that we can provide technical advice to our legislative body when they may need it. Section Activities: All of the sections continue to have good meeting on a variety of topics. Recent meeting included IEEE-USA President John Reinhart at the Central VA meeting in October, and Dr. Waynant, an IEEE distinguished lecturer at a VA Mountain meeting this spring. The VA Mountain section is currently planning their 50th anniversary meeting, with Paul Kostek and Dale Caston scheduled to attend. The Richmond section is working on starting a new Component, Packaging and Manufacturing Technology (CPMT) chapter, with some help from the Hampton Roads section. Mike Stark, of the Hampton Roads section, received the Professional Achievement Award at the PACE Labor Day Weekend conference. All sections have been encouraged to submit nominations for 1999 awards, and to also use Certificates of Appreciation and other local awards for active volunteers. These awards help volunteers feel appreciated and keep them involved. Likewise, the elevation to senior member is being encouraged and advertised in all of the sections. All of the sections continue to experiment with e-mail newsletters as a way to save money for the section, and be able to deliver timely meeting reminders. There are still a number of problems with this, such as bad e-mail addresses and merging updates into the e-mail list. The Central VA Section recently lost their Vice-Chair and PACE Chair, Osama Hassan, who passed away in September.
