Subject: SPC Report for R3 ExCom Meeting 1-31-99

The Institute, IEEE-USA, and RAB have now completed their respective
Strategic Plans.  Where feasible, our Region 3 Plan supports and
complements these larger umbrella plans.  At our October meeting in
Jackson, MS the ExCom approved the Region 3 Plan.

Subsequent to our October meeting, the Strategic Planning Committee (SPC
) has undertaken a special project -- an "e-Retreat" on the future
priorities of Region 3.  With everything being handled by e-mail, budget
savings are significant.  Project leader Bill Ratcliff has generated
thought provoking questions, with numerous responses and inputs from SPC
and several ExCom members.  The results (ranked priorities for the
Region) will be discussed and shared at the January SPC and ExCom
meetings.  The methodology is available to any interested IEEE group.  

As we look forward to 1999, your SPC appreciates your support and
suggestions in helping Region 3 continue to lead the Institute in
planning, in new initiatives, and above all in meeting the needs and
aspirations of our members.
