Subject: R3 Communications Report - March 24, 1999

The Region 3 Communications Committee has begun a new project under the
leadership of William Ratcliff.  Since the January 30 kickoff of the
project, William has lead his team through a series of electronic chat
sessions to define process, procedures and technology.  The project holds
much promise as a way of helping IEEE entities connect more often and at a
lower cost to the membership.  For complete information on this project,
please refer to the report that William will present during Southeastcon 1999.

The Committee continues to support the region with various services that
include a newsletter, region web page and various email distribution lists.
 One new activity that we will start during Southeastcon 1999 is the
creation of a Region 3 Photo Library.  The Photo Library will be electronic
and will provide images of our region and section leaders that will be
available for newsletters, web pages and other publications that carry the
message of IEEE to the public.

Recently the Communications Committee was evaluated by the Region 3 Special
Review Committee.  Several  action items were recommended by the Review
Committee that will improve the effectiveness of communications within
Region 3.  The Communications Committee will discuss these recommendations
and others during their meeting on March 27.  A plan will be developed to
ensure that the recommendations are met along with other ideas that I'm
sure will be proposed during the meeting.  Participation from others in
Region 3 that are interested in helping will be welcome during the meeting
and especially afterwards as the committee continues its work.
