Introductions - Jim Howard asked each person to introduce themselves and indicate the position they hold with a past, present, or future SEC or with the Region. Agenda Approval/Changes - The agenda was accepted. Previous Committee Minutes were accepted with spelling and area code corrections. 2. Report of Conferences 2.1. Southeastcon '97 - No report given. 2.2. Southeastcon '98 - Jim Beall noted that the books for this meeting need to be closed as soon as possible. 2.3. Southeastcon '99 * Don Hill gave an update of the status of the SEC/99. They have received a check from Lexmark for $10,000 for support of the conference. They have a Web page up and running and have received 81 papers, and plan on 8 tutorials (it is estimated that not all tutorials will have enough attendance to support holding the tutorial). For the first few students making reservations, they have a few rooms available at $80 per night. 2.4. Southeastcon '00 * George Cook, the SEC/00 General Chair was in attendance and went over the actions his committee has taken thusfar. They are looking at other hotel options and will be working toward getting a contract with the a hotel soon. Charles Hickman is assisting them with the hardware contest plans. 2.5. Southeastcon '01 * A brief update was presented by Lee Stogner. Plans are moving forward and the committee will have representatives at the Southeastcon/99 conference. 2.6. Southeastcon '02 * Bids are being requested for this conference. If anyone on the Conference Committee knows of a Section who would like to host the SEC/02, please contact the conference committee chair. 2.7. NCSE * Charles Lord reported that NCSE 1999 may be held in Charlotte. Plans are still being worked on and he will keep us informed as to the progress. 2.8. Jamcon * Dennis reported that Jamcon/00 is planned for the Jamica Grande and will require 200 rooms. They are working on getting a Web site up and running. 2.9. Southcon '98 * A surplus check for Southcon/98 has been sent to the Region. 2.10. Southcon '99 * Deborah Powers reported on the progress for Southcon/99. It will be held in April at the Gwinett Convention Center in Atlanta, Georgia and will co-located with the SMTA (Surface Mount Technology Association). Booth sales are going along well and all things look positive for having a great show. 2.11. Southcon '00 * Charles Lord reported on his work in trying to help the Southcon/00 show locate in the Raleigh in the area of Research Triangle Park (RTP). He is working with both the local IEEE and the ERA to make sure everyone is on board and ready, willing, and able to help the show being a great success in this new venue. 2.12. Southcon '01 * This conference is presently planned for Orlando, Florida. 3. Committee Goals/Actions 3.1. Vice Chair of Committee * Jim Howard announced that Charles Lord is the new committee vice chair. 3.2. Corresponding Members from Area/Councils - No reports were given. 3.3 Jim Howard extended the offer for the Conference Committee to assist any conferences planned in Region 3. They can contact either Jim Howard (j.howard@ieee.org), or Charles Lord (c.j.lord@ieee.org). 4. Old Business 4.1 Conference Differentials - Jim Howard mentioned that the conferences need to maintain a differential between IEEE members and non-members as part of the registration fees. If possible, this differential should be at or near the cost to become an IEEE member at the time of the conference. Also mentioned was the availability of Free Technical Society membership, if a new member signs up at a conference. Contact Jim Howard for more details. 4.2 Region 3 Conference Manuals - Several disks with the preliminary Region 3 Conference Manual were handed out. This is also available via email upon request. 5. New Business * 5.1 Southeastcon 2002+ Bids - The Region 3 Conference Committee is requesting bids for Southeastcon 2002 and beyond. If your Section, or a Section in your Area would like to submit a bid please contact the Chair or Vice-Chair of the R3 Conference Committee. 5.2 Proposal from the Region SPC - The Region SP Committee submitted a proposal that all conference contact and use the available services of the IEEE Meeting Planning Services or the IEEE Conference Services and IEEE Travel Services. There was general discussion on the issue and then the committee approved the proposal. It will be presented to the Region 3 Excom for their endorsement and information. 5.3 New Conference Closing Procedures - Information on the new Conference Closing procedures was presented. Conference will now be charged a late fee is they do not complete the closing of the conference within one year. 6. Next Meeting * The next meeting of the Region 3 Conference Committee will be at Southeastcon/99 in Lexington on March 27th, 1999. Attendees: James M.
