Several sections have already submitted reports to Region 3. The Council had a successful NCSE '98 at the Raleigh Civic and Convention Center in Raleigh, NC on October 29, 1998, titled "Restructuring the Electric Utility Industry … How Sweet Is It?" There were a number of excellent speakers. More importantly, several new IEEE volunteers became involved as they organized this event. The Council has held two meetings, one at NCSE on October 28, 1998 and one in Winston-Salem on February 27, 1999. The Council has undertaken a special project in leadership development to try to encourage more members to take an active role in the Institute, whether at a local, state, or region level. Charles Lord developed the first phase, which is a Power Point presentation on IEEE and the value gained from non-profit leadership experience. He has presented this at the Eastern, Central, and Winston-Salem sections at regular meetings so far. The second phase consists of a 2-day workshop to teach both IEEE Leadership Training as well as teamwork and leadership skills that corporations directly value. It is anticipated that this will show both the volunteer-to-be and his or her supervisor(s) that activity in IEEE has benefit for both the employee and the employer. Planning for Phase 2 is in process. The Council is applying to the NC Board of Registration to be a certified sponsor of Professional Development Hours (PDH) for engineers in North Carolina. This will allow the Sections to offer programs under this umbrella without undergoing the expense of the application process, and should raise the visibility of IEEE to engineers in the state. It is also possible that we can offer programs that will satisfy the SC requirements for those in Rock Hill and other areas not close to a SC Section involved in these activities. The Council is undergoing an unusual situation in recruiting officers for the upcoming year. The Vice Chair is unable to move forward in the rotation due to employment issues. Therefore, it is anticipated that the secretary, Charles Lord, will move into the Chairman's position for the 2000-2001 term. Several sections are having difficulty getting officers for their own activities and do not feel able to participate at this time. Several individuals have been identified from across the state and are being contacted to determine their interest and availability to move to this next level of involvement. The Council is planning for NCSE 99 and has proposed that the topic be pre-college education/recruiting. Several Sections are actively involved in National Engineers Week, notably the Central Section, and several officers know of pre-college resources. A host will be identified at the March Council meeting at Southeastcon so that further planning can be done.
