All but two sections start terms of office on January 1. Those two are very closely associated with universities and are reluctantly to change their calenders that coincide with universities' schedule. Ralph Russell has the 2001 National Scout Jamboree plans on schedule and is even now in Texas conferring with Al Mouton and his group that are fabricating electronic test kits for the occasion. Adeeb Hamzey, our public relations chair and newsletter editor has plans for a council wide Public Relations Techniques workshop. Dan Jackson is preparing to present a leadership conference for the council in fall 2000. The council is preparing to adjust it's bylaws to have them agree with IEEE. Sean haynes, a member of region 3's e-conference committee will orient all council members and rehearse them on e-conferencing techniques. All sections are active. The Hampton Roads Section, this night, is having it's annual student paper contest in preparation for continuing to have papers presented at SOUTHEASTCON 2000. Sam Harris, council past chairman is continuing work with state legislators in having at least one IEEE member as contact, counselor and IEEE interface for offering IEEE resources to the legislature process . John Cross is working closely with girl scout leaders in sponsoring electronic kits and workshops for the girls in continuation efforts to maintain their interest in engineering and to encourage them to pursue engineering as a life long career and learning process. The girl scout's "Energy Badge" is the vehicle that John's committee is working with. All sections have the benefit of Sean Haynes's multimedia presentation entitled "GOLD Volunteering Opportunities - How to Start a Successful GOLD Chapter". IEEE's Northern Virginia Section, although part of Region 2 publishes "The Scanner" a great resource of information about US government activities. They and Virginia Council comprise the "Virginia Coordinating Council" which coordinates IEEE's Virginia Legislature contact. Andrew Hargrove Virginia Council Chair
