Leadership Development Training Plans (for discussion)

I propose a training session at the R3 meetings at Columbia in April that
would fit between the committee meetings and the excom/region committee
meetings, similar to the past e-conf training sessions.  This would be a
class of no more than 2 hours in length and would serve as an intro to R3
for new excom, committee members (incl section officers) - and any others
that wish to attend.  It would cover:

* IEEE Basics
* R3 basics / structure (from bylaws, opman)
* Strategic planning (include SPC 2002 G&O)
* Meeting fundementals including basic e-conf
* Resources available (Web etc for HQ, USA, R3)

I think this would be more effective than the old half-day training that
competes with other meetings and would be a good "common ground" starting
point before the excom and R3 committee meetings.  Mind you, it would be
great to have this before the individual committee meetings, but too many
people won't get there until mid- to late morning on Saturday.
