Subject: Final Report - Membership Development Committee Review 2001 November 16, 2001 The review committee consisted of Vernon Powers with inputs from Bob Duggan as reviewers and Roy Harris, Review Committee Chair. The following is the Final Report of the Region 3 Special Review Committee review of the activities of the Region 3 Membership Development Committee. Please note the MDC Chair needs to provide a response to each recommendation, indicating acceptance, suggested modifications, rejection, or need for guidance from the Region 3 Executive Committee. This response should be sent to the Region 3 Director with a copy to the SRC Chair. This Final Report along with the MDC Chair's response will be scheduled to be presented to the Excom at an appropriate Excom meeting. General: The data submitted for review covered the period January 1997 through January 2001. The Membership Development Committee (MDC) has operated in an efficient and timely manner over the review period. The MDC has been compliant to the Committee's Objects as defined in Section A.5 of the Region 3 Operations Manual. The MDC has been highly motivated and dedicated to increasing Region 3 professional and student membership, and encouraging elevation to higher grade of Region 3 members that qualify. The MDC has been pro-active with regard to Special Projects. One such succesful Special Project has been membership development training which has been held annually at Southeastcon. Another project has been the Region 3 Corporate Relations Pilot Project. The project is a major IEEE initiative with a focus to find ways to help local IEEE entities establish and maintain relationships between sections/technical society chapters and the organizations, executives and managers who employ IEEE members and prospective IEEE members. This project, "Another First for Region 3" can have a positive impact in developing the frame work for USA & Transnational initiatives in Corporate Outreach and Corporate Relations. A third project has been fostering and developing the Region 3 GOLD (Graduates of the Last Decade) program. The GOLD program initiated within the Regional Activites Board, Membership Committee has been one of the big success stories during this review period. The MDC continues to provide promotional tools as a primary method of promoting IEEE membership. Additionally, the Region 3 MDC actively supports the Institutes phased emphasis program in MDC: Recruitement, September-December; Upgrade, January-March; Retention and recovery of delinquent members, April-June. Findings and Recommendations (not prioritized): 1. Finding: The Region 3 Director's Goals and Objectives (G&O's) for the Membership Development Committee and the Committee Chair's self-imposed G&O's lack check-points and time-lines which can be used to measure the committee's performance versus the established G&O's. Recommendation: Include Estimated Completion Dates at a minimum and time-lines for all committee G&O's. The MDC should report on measurable/tangible results rather than use general statements. 2. Finding: The MDC's Charter needs to be updated and brought in-line with the committee's actual operation. Recommendation(s): Provide Charter inputs to the SPC for inclusion into the Region 3 Operations Manual. 3. Finding: Committee Reports to the Excom & Region Committee should be different than R-3 Newsletter articles. Most reports and articles stored in the Region 3 History Archives (BBS) and Newsletters contained reduntant information. Recommendation(s): The Chair and or Vice Chair should view the opportunity to write an article or submit a report as an additional mechanism to promote membership to different audiences. The preceeding Findings and Recommendations are not intended to imply criticism of the accomplishments of the Membership Development Committee over the past four years but are intended to further improve the operations of this Region 3 committee. The Region 3 Membership Development Committee activity is a "Model for the Institute" in providing, a well defined committee structure, creativity of Committee operation within the MDC's Charter and successful execution of projects that positively impact IEEE membership.
