I thank ExCom members who have submitted their reports prior to the
meeting according to the guidelines posted on the web.  These reports
are posted to the web linked with the agenda.  This will also serve as
the archival mechanism. Records for Region ExCom meetings from 1998
onwards are on the web at predictable URLs.  Of course, if no report
is submitted, ...

Last year's ExCom used it's new asynchronous voting procedure (see
https://ewh.ieee.org/reg/3/excom/meetings/2001-10/async-voting.txt )
last year after the Fall ExCom to endorse the new Bylaw changes and
recommend them for approval by the Region 3 Committee.  Thanks to Bob
Duggan for shepherding them through the voting process and Vernon
Powers for managing the changes to the Bylaws themselves.  The 2002
ExCom is also asked to endorse these changes as part of the upcoming
meeting.

Also available on the web (linked from the agenda) are the minutes of
our past October ExCom which are distributed at about the same time as
this report.  The official approval of the minutes are on the consent
agenda.

We are continuing to refine our process for setting up information on
our meetings, etc. on the web to assist the ExCom.  Please let me know
where you think improvements could be made.

Committees that wish to store items on the web may either do this
through the webmaster or through a dedicated area that the committee
controls.  Please think through issues of maintenance, skills, and
convenience before you decide since it is work to change the approach
later.  Chip Dawson can inform you as to the tradeoffs between the
approaches.
