                              SPC REPORT
                             January 2002

The Strategic Planning Committee (SPC) met on 10/27 in Jamaica.  There
the Region 3 Strategic Plan for 2002 and beyond (drafted by SPC) was
approved by the ExCom.  The approved R3 2002+ Strategic Plan is now on
the Web at (https://www.ewh.ieee.org/reg/3/spc/sp2002.htm ).

Vernon Powers completed a revision of the Region 3 ByLaws.  After the
draft was circulated for comment, the revised R3 ByLaws were approved
by the R3 ExCom on 15 December.  The changes are identified on the Web
at (https://www.ewh.ieee.org/reg/3/review/bylaws2001.htm), and the
final revised ByLaws are at
(https://www.ewh.ieee.org/reg/3/review/bylaws2002.htm).  The Region 3
Committee will give final ByLaws approval at Southeastcon 2002 in
Columbia, SC.

The Region 3 Operations Manual has also been revised and updated by
Vernon Powers and reviewed by SPC.  Region 3 ExCom approval is to be
requested at the January ExCom meeting.

Past Director Dick Riddle has agreed to serve as SPC Vice Chair.

1. Update Reg 3 Strategic Plan 2003+ by 12-1-02, revising Reg 3 goals
   and objectives as appropriate.

2. Post the Reg 3 Strategic Plan 2003+ to the Web by 12-15-02.

3. Assign mentors to each Reg. 3 Committee by 1-18-02.

4. Review Reg 3 structure and recommend combining or elimination of
   committees where appropriate by 12-1-02.

5. Update the Reg 3 History by 10-1-02.

6. Review and next update Reg 3 Bylaws by 10-1-03.

7. Review and next update Reg 3 Operations Manual by 10-1-03.

8. Assist the Director in making sure all G&O's are being addressed.

9. Insure all Region Committee G&O's are in support of the Region
   strategic plan.

10. Hold at least one SPC e-conference.
