The area of communications for IEEE is the process of being redefined.
I have agreed to continue working with Communications Chair Bill
Ratcliff, Webmaster & Editor Chip Dawson and others under a new
charter that has just been included in the Region 3 Operations Manual.
I am serving as the Electronic Communications Coordinator (ECC) and
have been asked to continue to chair the RAB Section Chapter Support
Committee's committee of all the Regional ECCs.  Many issues extends
to other regions so hopefully we can, along with our counterparts in
other Regions find effective structures to provide the support and
services for our volunteer structure and members.

As previously reported, we wish to share our best practices and
recommend changes to the IEEE infrastructure where common needs are
identified.  I have been asked to visit with the Region 1 ExCom and
show them how we use e-conferencing.  I will be using the same
materials we have developed in Region 3 and that have been tuned by
Charles Lord through several presentations both to the Region
(including this meeting) and to other groups like the IEEE Awards
Board.

We will discuss some additional ongoing and planned activities in the
Region 3 Communications meeting.

This year, we have agreed to just work as a team and cover all the
bases.  Brian Swail has agreed to continue to help out and manage the
R3 Support Mailing lists this year.  Thanks Brian!  If you need to
