He recognized the following special guests: Luis Gandia, former Region 9 Director, from RAB VP Peter Staecker, Division 4 Director Director Howard invited David Bower (who had to leave early) to make a report. He reported the merger of East Tennessee and Oak Ridge Sections into East Tennessee Section; and the merger of the Nashville and Middle Tennessee Sections into the Central Tennessee section. Director Howard reviewed the agenda and a few items that had been added to the agenda. The agenda was approved. Director Howard reviewed the consent agenda and the Region Committee approved the consent agenda which contained Approval of the minutes of the 01 April 2001 meeting. Special Presentations Peter Staeker, Division 4 Director spoke on "IEEE, TAB, Finances, and Membership". After a background on IEEE, he reviewed IEEE financial issues and how this intertwined with membership policies and complexity of the IEEE operation. He invited more input from the group by p.staecker@ieee.org . There was a good discussion that followed his presentation. Doug Gorham, Manager of Pre-College Education in IEEE Educational Activities Department, presented "Teacher In-Service Program". This program was originally "trialed" in the Florida West Coast Section. Action Items Bob Duggan on behalf of SPC moved that Region approve the new Bylaws as distributed. He noted that the Region 3 ExCom recommends these changes. Motion passed. Don Hill recommended the Region 3 Committee delegate to the Region 3 ExCom and Conference Committee the selection of the Section to host SoutheastCon 2005. Dick Riddle, on behalf of N&A, recommends Region 3 submit the names of Don Hill and George McClure as the candidates for placement on the 2003 IEEE ballot as candidates for Region 3 Delegate/Director-Elect for 2004-2005. Motion passed. Special Presentations Continued Louis Gandia presented IEEE Region 9 A Successful Transnational Experience. On 6 April 2002, Breakout Sessions were held on the topics: * Preparing for Sections Congress Dan Jackson reviewed details relative to Sections Congress. Butch discussed two issues: Section Rebates and improving presentation of information about the IEEE organization. * GOLD Dennis Trask presented the issue "Communications and Awareness". * Increasing corporate involvement in IEEE Abhinav Aggarwal presented issues related to involving companies with IEEE. * Getting more members in meetings Jim Beall presented three issues related to meeting location, meeting notices, and meeting content. * Getting more volunteers Marilene Guardia-Baker presented the issues related to the importance of retaining volunteers; benefits of being a volunteer; and the need to recognize and rewarding volunteers. Jim Howard reminded the group that Sections Congress 2005 would be in Region 3 in Tampa. He is expecting lots of support and participation for this showcase activity. Director Howard announced the travel policy for the next Region 3 meeting would be distributed later. Special Presentations Continued Ralph Russell presented a report on the IEEE efforts related to the Scout Jamboree. Having completed its agenda, the Region meeting was adjourned at 11:55 am.
