The Region 3 meeting information, agendas, and reports received are

I thank Region 3 and ExCom members who have submitted their reports
prior to the meeting according to the guidelines posted on the web.
These reports are posted to the web linked with the agenda.  These
written reports when read provide an important communication function
for the region and its members. This will also serve as the archival
mechanism.

Also available on the web (linked from the agenda) are the minutes of
our past January ExCom which will be distributed earlier time as this
report and the 2001 Region meeting minutes which were distributed
after the meeting last year.  The official approval of the minutes are
on the consent agenda.

The balloting of the Region 3 ExCom approved the new bylaws to
recommend to the Region for approval at the meeting.  Also, the Region
delegated to the ExCom the decision on SoutheastCon 2004.  As reported
previously, the Central North Carolina Section's bid was accepted.

We are continuing to refine our process for setting up information on
our meetings, etc. on the web to assist the ExCom.  Please let me know
where you think improvements could be made.  We instituted a
"attendance-plans reporting form" this time
(https://ecelx00.eng.uab.edu/attendance-plans.html).  If anyone
has not yet filled in the information both I and the meeting
organizers would appreciate your submission.

Committees that wish to store items on the web may either do this
through the webmaster or through a dedicated area that the committee
controls.  Please think through issues of maintenance, skills, and
convenience before you decide since it is work to change the approach
later.  Chip Dawson can inform you as to the trade-offs between the
approaches.
