                              SPC REPORT
                              March 2002

The Strategic Planning Committee (SPC) met on 10/27 in Jamaica.  There
the Region 3 Strategic Plan for 2002 and beyond (drafted by SPC) was
approved by the ExCom.  The approved R3 2002+ Strategic Plan is now on
the Web at ( https://www.ewh.ieee.org/reg/3/spc/sp2002.htm ).

Vernon Powers completed a revision of the Region 3 ByLaws.  After the
draft was circulated for comment, the revised R3 ByLaws were approved by
the R3 ExCom on 15 December.  The changes are identified on the Web at
(https://www.ewh.ieee.org/reg/3/review/bylaws2001.htm), and the final
revised ByLaws are at
(https://www.ewh.ieee.org/reg/3/review/bylaws2002.htm).   The Region 3
Committee will give final ByLaws approval at Southeastcon 2002 in
Columbia, SC.

Past Director Dick Riddle has agreed to serve as SPC Vice Chair beginning in
2002.

The Region 3 Operations Manual has also been revised and updated by
Vernon Powers, reviewed by SPC, and approved by Region 3 ExCom at the
January ExCom meeting.

A continuing review of the R3 ByLaws and Operations Manual by an SPC ad hoc
committee is already underway, looking at further opportunities for
streamlining and increasing the operations efficiency of Region 3 in future
years.
