Summer 2003 is here and as we get ready for our Region 3 ExCom meeting
via e-conference on July 14 and 16, I take keyboard in hand and try to
tell you what I have been up to.

As Director Howard's emissary and sometimes antagonist to other
regional units, I attended the South Carolina Council ExCom meeting on
May 4, 2003 in Columbia, SC. I am happy to report that the SC Council
is well and active. Unfortunately, they are experiencing the same
problem that other units within our region are experiencing which is
not being able to recruit enough willing volunteers to serve as
officers and committee chairs.

On June 7, 2003, I attended the Virginia Council ExCom meeting via
e-conference. The VA Council is also well and active, however they are
suffering from our common problem of not being able to fill all
officer and committee positions.

Director Howard asked me to antagonize a couple of our section's that
had not met the required reports to remain active. Finally, we were
successful and the reports were delivered to the Regional Activities
Department. The one exception is a section, which has not sent in
their bank account signature card, which must include the IEEE Staff
Director, Financial Services as one of the authorized signatures on
each account. Any rebate that the unit may be authorized to will be
withheld until this requirement is complied with.

Other activities include attending the IEEE Nominations and
Appointments Committee meeting in Orlando, FL on May 16-17, IEEE USA
Awards and Recognition Committee meeting on May 14 (teleconference),
and the RAB Awards and Recognition Committee meeting May 22
(teleconference). The principal purpose of these committees is to make
recommendations to the various Boards for action.

My other jobs include serving as one of Region 3's representatives on
the Southcon Board see my report on the Information Agenda Item 8f,
and as Chair of the Region 3 Nominations and Appointments Committee
see my report on the Information Agenda Item 13.
