Subj: SPC Summer Report for 14 July 2003

A meeting of SPC was held at Ocho Rios, Jamaica, and the minutes are
on the web at

This year the SPC is being reviewed by the Special Review Committee.
Their report and recommendations have just been received.  The SPC
response will be prepared prior to the Fall ExCom meeting.

Below are the SPC 2003 G&Os (and progress made thus far):

2003 SPC G&Os
1. Update Reg 3 Strategic Plan 2004+ by 12-1-03, revising Reg 3 goals
   and objectives as appropriate.  (Other key IEEE Planning documents
   have been assembled and will help in compiling the revised Reg3
   plan).
2. Post the Reg 3 Strategic Plan 2004+ to the Web by 12-15-03.
3. Assign mentors to each Reg. 3 Committee by 1-18-03.
   (Accomplished).
4. Review Reg 3 structure and recommend combining or elimination of
   committees where appropriate by 12-1-03.  (Some recommendations
   from the 2/22-23 ad hoc Atlanta meeting address this -- see the
   minutes at https://www.ewh.ieee.org/reg/3/spc/minutes2003-2.txt ).
5. Update the Reg 3 History by 10-1-03.
   (Activity initiated).
6. Review and next update Reg 3 Bylaws by 10-1-03.
   (Work underway).
7. Review and next update Reg 3 Operations Manual by 10-1-03.
   (Work underway).
8. Assist the Director in making sure all G&O's are being addressed.
   (The 2/22-23 ad hoc meeting also addressed this goal).
9. Insure all Region Committee G&O's are in support of the
   Region strategic plan.
   (Being addressed).
10.Hold at least one SPC e-conference.
   (This will likely be held later in the summer).
