Director's Report Region 3 ExCom 11 & 13 October 2004 Region 3 Meeting 15 -- 17 October 2004 We started the year with a number of ongoing Region 3 Committee activities and with special emphasis on several initiatives and projects. I would like to outline the areas we have been concentrating on. The respective R3 Committee Chairs and project leaders are reporting status in their reports. Leadership Development Charles Lord has developed a series of education and training modules for the Region. Charles is working to develop other volunteers to present various modules listed in the R3 LD brochure. Contact Charles or me if you are interested in helping with Leadership Development. 2004 -- 2005 Initiatives, Projects & Plans In addition to our regular Region 3 committee work, R3 initiatives and ongoing projects include: o Leadership by Developing Others (LDO) o Membership Development Challenges, including coordinated efforts in: o Industry Relations o Public Relations o Employment Assistance o SoutheastCon/Conference Registration System o Remote Meetings Project(s) o Newsletter/Communications with Members o SSVR (Section Support Via Regions) funds for Section-initiated projects Region 3 Strategic Plan The summary version of Region 3's Strategic Plan is in the form of a tri-fold brochure. The Strategic Planning Committee (SPC) held a planning retreat in August and will be reporting on its activities resulting from that meeting. In addition to the SPC's color brochure, the details of the current R3 Bylaws, IEEE Policy and Procedures Manual, and other administrative information are available at https://www.ewh.ieee.org/reg/3/admin.html. SSVR To date, two projects have been supported with 2004 SSVR funds: o The Winston-Salem/Forsyth Section, with lots of volunteers, and SSVR funds from Region 3, supported an Egg-Drop Contest to interest kids (of all ages) in science and engineering. o The Alabama Section is sponsoring a special project with Hoover High School of Hoover, AL, to initiate a national pilot program in the form of a four-year Engineering Academy. (The first class of 42 students has already been selected.) The purpose of the Academy is to identify exceptional students in mathematics and science and to provide these students with the foundation for a life-long career in engineering. The goal of the four-year program is to provide enrollees with the opportunity to obtain the highest level of high school diploma provided in the State of Alabama and to jointly complete approximately 20% of an ABET-accredited degree program by ABET. NOTE: We still have some SSVR funds that need to be committed before 31 December 2004. Please contact me right away if you would like to propose a section project. Region 3 Organization Changes Adeeb Hamzey is replacing George McClure as Region 3 Professional Activities Operation Committee Chair and R3 PACE chair. Adeeb has a long history of contributions in PACE and Professional Activities. He works at Dominion Power in Richmond, VA. Jim Beall will serve as Region 3 Representative to the IEEE Admissions and Advancement Committee. The IEEE A&A Committee is responsible for implementing IEEE policies, rules and procedures related to admission, grade assignment and grade advancement, and for reinstatement of membership. Jim is a Past Director of Region 3. In addition to her other Region 3 roles, Joey Duvall is serving as Region 3' s Women In Engineering representative. Joey is active in many IEEE and IEEE-USA units. She works for Lockheed Martin in Orlando. Allen Thomas has replaced Bill Sims as Region 3 Industry Relations Chair. Allen is a long-term member/volunteer in the IEEE with positions held in the Piedmont Section and the SC Council. Allen has been Chair of both the Piedmont Section and the SC Council. Currently Allen represents IEEE as the Chair of the South Carolina Council of Engineering Societies. Allen is an Engineering Manager with Kemet Corporation. Region 3 Communications The tools and techniques Region 3 has developed, and continues to develop and perfect, allow us to file and access our committee and project reports on the Internet. These tools speed up handling our routine operational matters, and make us more efficient and more proficient in taking care of the region's business. I encourage all sections to explore ways to use these communication and collaboration tools. Region 3 Membership Development, Employment Assistance, and Industry Relations Region 3 is recognized as an IEEE leader in Membership Development activities, IEEE Employment Assistance, and Industry Relations projects. Lee Stogner has done a great job integrating these three functional ExCom areas this year. IEEE Industry Relations Activities at the Board of Directors Level I served on the Regional Activities Board's Industry Relations Committee during 2001-02. I currently serve on the IEEE Board's Ad Hoc Industry Relations Committee IR Committee. The Ad Hoc Board of Directors IR Committee is recommending that the Board add a Standing Industry Advisory Committee to its Standing Committee structure, replacing the Ad Hoc IR Committee. Functions and Membership of the proposed IEEE Industry Advisory Standing Committee would be as follows: o Functions: The Industry Advisory Committee shall be responsible to the IEEE Board of Directors and shall advise the Board on policy matters related to directing the development and maintenance of critical relationships with industry. The Committee shall serve as a sounding board for new initiatives, review existing programs directed at industry, and shall gather and provide information to the organizational units for use when planning their specific activities with industry. o Membership: The Industry Advisory Committee voting membership shall consist of not more than fifteen members including the Chair who shall be the IEEE President; the IEEE President-Elect; one representative, appointed by each of the Chairs of the six Major Boards, who shall be eligible to serve a second one-year term; and between five and seven individuals from industry who need not be IEEE members, who shall serve a two-year term and are eligible for reappointment. The Industry Advisory Committee shall select the individuals from industry and shall submit the names to the IEEE Board of Directors for affirmation. These individuals shall be senior management and leaders in their respective companies and represent both large and small companies. The Committee shall select a Co-Chair from among its industrial members. The Committee membership should reflect the global and diverse membership of the IEEE as well as representing a cross section of IEEE's fields of interest and emerging technologies. IEEE Assembly As Region 3 Director & Delegate, I serve as a voting delegate to the IEEE Assembly.
