SAMIEEE is now a web-based policy driven tool for allowing read access
to volunteers by policy rather than by distribution.

The IEEE Policy is that specific officers in a Region will have access
to SAMMIEE data along with Director designated individuals.

The policy list includes any current officer that holds the position of:

      Regional Director
      Regional Director Elect
      Regional Past Director
      Regional Treasurer
      Regional Secretary
      Regional Secretary/Treasurer  <--- no such person in R3
      Regional MD Chair


There are 3 SAMIEEE Recipients associated with Region 3 designated by
the (then) Director at the time of desination:

      Charles Lord
      James Howard
      Richard Riddle
