An e-mail vote of the ExCom was conducted over the week ending Friday,
March 18, 2005, for the purpose of acting upon the Region 3 Awards and
Recognition Committee's recommendations for recipients of the 2004
"Outstanding" Awards.  The ExCom members were given the option of voting
yes, no, abstaining, or calling for discussion.

I am pleased to state that the voting members of the Region 3 EXCOM
agreed without dissent with the recommendation of the Region 3 ARC for
the selection of the 2004 "Outstanding" awards.  David Green requested
to be noted as abstaining from this vote.  After consultation with the
Secretary to confirm that a quorum voted, The individuals below are
officially selected. I hope that each and every one of you will attend
the awards event at SoutheastCon, and congratulate these awards
recipients.

Outstanding Engineer - Dr. Robert Moog - "for innovative electronic
designs and development of the Moog Synthesizer, and his enormous impact
on the music industry"

Outstanding Service - David G.Green - "for outstanding commitment and
dedicated service to the volunteers and members of Region 3 and the
Institute"

Outstanding Engineering Educator - Dr. Mo-Yuen Chow - "for outstanding
contributions to education in the field of Neural Network Applications
for Diagnosis and Control"
