Subj:     Strategic Planning Committee (SPC) Report to 9/19 R3 ExCom 

Here's the SPC Report to the Reg 3 ExCom:

1.  The SPC will meet at 7pm Thursday 10/13 in Tampa. 
    Our webpage with key reference links is at

2.  The SPC-approved Strategic Plan for 2005+ was approved at 
      the 1/10 ExCom meeting with subsequent minor word changes 
      approved by R3 ExCom on 4/4.

    As the Sections Congress will make a number of important
     recommendations, further changes in the Reg 3 Strategic 
     Plan will be made subsequent to the Sections Congress.

3.  SPC Mentors assigned for 2005 are posted on the web at 
       https://www.ewh.ieee.org/reg/3/spc/mentors.txt  .
    All Reg 3 committee chairs are encouraged to 
      develop and submit their committee's operational plans 
      for 2005 (based on the R3 Strategic Plan for 2005+). 

4.  Through LDO, section chairs are encouraged to work with 
      Area/Council chairs to arrange training sessions on 
      mentoring/leadership skills.
    An LDO workshop in Atlanta is being arranged with Atlanta Chair 
      Bill Marshall.  A presentation is also slated for Eastern North 
      Carolina this year.  These activities will give insight 
      in preparing for Sections Congress 2005 -- and in extending
      LDO beyond Reg 3.

5.  The SPC 2005 Goals & Objectives are posted on the web at

6.  The last Reg 3 ByLaws update was in 7 April 2002.  The last 
      Operations Manual update was in July 2003.  Both the
      Reg 3 ByLaws and the OpsManual are accessible from the

7.  We look forward to the meetings in Tampa in mid-October.
