Subject: SPC Report for 8/28/06 Meeting

Over the past few years we have discussed changing the structure and
voting rights of the Region 3 Executive Committee (ExCom) as presently
defined in our Bylaws and Operations manual. Concern has been expressed
about (1) which committee chairs are authorized to vote in accordance
with parliamentary procedure, (2) the number and function of our ad hoc
committees, (3) should some of our ad hoc committees become Standing
Committees or made sub-committees of an existing Standing Committee, and
(4) could some committees be eliminated.

I have asked Roy Harris to lead this initiative and to survey the Region
3 Strategic Planning Committee and request their input and
recommendation on a proposed ExCom structure that will address some of
the concerns expressed above. So far, Roy has received several
worthwhile inputs and is awaiting the response from other SPC members.
The inputs will be consolidated into not more than three proposed ExCom
structures by September 15th. The SPC members will then be asked to
select the best in their opinion that addresses the concerns above. The
resulting structure will be presented to the ExCom for their approval
prior to the Region 3 meeting at Atlanta in October.
