Subject: Motion to require an annual review of R3 Financial Records
 
As you know our R3 Operations Manual presently requires that the R3
financial records be audited by the R3 Audit Committee when a Director's
term of office ends and an incoming Director assumes that office (every
two years) or as required by the Director. RAB has recommended as a
"Best Practice" that all Geographic Units review their financial records
on annual basis. Therefore, I will make the following motion at the R3
ExCom meeting on December 11, 2006:

"On behalf of the SPC, I move that the ExCom approve a requirement that
Region 3 financial records be reviewed by the Region 3 Audit Committee
on an annual basis."

I have attached the changes to our R3 Operations Manual to accomplish
this requirement. Assuming approval by the ExCom, our next step will be
to send changes to the Region 3 Committee for their approval at the
Region 3 Committee meeting at SoutheastCon 2007.
