To: Region 3 ExCom Cc: Region 3 Committee & Secretary From: Dick Riddle, SPC Chair Subject: R3 ExCom - SPC Report for 12/11/2006 Meeting On October 31, 2006, the proposed restructure of the R3 Committee, R3 ExCom, and R3 Financial Committee was sent to the R3 Committee requesting their approval via e-mail vote in accordance with the approved IEEE e-mail rules. So far only about 30% of the Section chairs have been heard from. If a majority of the section chairs and other committee voting members are not heard from by December 31, 2006 the voting will end and these items will be placed on R3 Committee meeting action agenda and voted on at SoutheastCon 2007. This will delay making the necessary changes to our Bylaws and Operations Manual by several months. We encourage the ExCom members who are also voting members of the R3 Committee to get their vote in and to contact their respective section chairs ask them to vote. If you would like to know who has or has not sent in their vote contact Dave Green or me and we will be happy to give you that information. On November 29, 2006, a notice was sent to the ExCom informing them that RAB has recommended as a "Best Practice" that all Geographic Units review their financial records on annual basis, and that the SPC would make a motion to the ExCom to approve this requirement. In Region 3 this function is performed by the R3 Audit Committee. Reviewing the financial records of all Geographic Units on an annual basis has been recommended by the IEEE Audit Committee as well as IEEE's independent auditors. Dave Green, Region 3 Secretary and RAB Treasurer, as well as Charles Hickman, Region 3 Treasurer support this requirement and have proposed the necessary changes to the Operations Manual to accomplish this requirement. These changes were sent to the ExCom as part of this notice. Assuming approval by the ExCom on December 11th, our next step will be to send changes to the Region 3 Committee for their approval at the Region 3 Committee meeting at SoutheastCon 2007.
