To: R3 ExCom From: Dick Riddle Subject: R3 Bylaws-60 Day Amendment Rule Proposed Change Folks, I have been informed by Daniel C. Toland, IEEE Regional Activities Department Manager - RA Administration that Region 3 is the only region that has a requirement to send all proposed amendments to the section chairs at least 60 days in advance of the region committee meeting at which such amendments will be considered. The majority of the regions (six out of ten) requires 20 days, Region 9 requires 10 days, Region 8 requires 28 days, and Region 4 requires 30 days. I feel that our 60 day requirement is excessive for today's environment and propose that it be changed to 20 days. If the 20 day requirement had been in effect prior to our R3 Committee meeting last October we could have conducted a legitimate face-to-face vote on the proposed changes to our Bylaws and Operations Manual. This would have saved a lot of volunteer time and effort by not having to conduct the email vote to obtain approval of the changes. I have attached the proposed change to our Bylaws. I will be asking you to endorse the proposed change at our next ExCom meeting 22 January 2007. If the ExCom approves the change I will send it to the Region 3 Committee and ask that it be placed on the action item agenda to be voted on at the R3 Committee meeting in March at SoutheastCon 2007.
