Subject: R3 ExCom - SPC Report for 1/22/2007 Meeting

On 31 December 2006, the Region 3 Committee approved the restructure of the 
Region 3 Committee, and the Region 3 ExCom, and the addition of two 
additional members to the Region 3 Finance Committee.  See Dave Green's 
report for information on the voting results {Subject: [IEEE Region 3] 
Proposed Changes to R3 Bylaws and Operations Manual (All Passed), Dated: 
1/1/2007}.

Other proposed changes to our Bylaws and Operations Manual are pending 
approval:

1.  On 11 December 2006, the Region 3 ExCom endorsed the requirement that 
the R3 Financial Records be reviewed on an annual basis by the R3 Audit 
Committee.  This item was sent to the Region 3 Committee on 14 December 2006 
and will be added to the action agenda to be voted on by the Region 3 
Committee at their SoutheastCon 2007 meeting in Richmond, VA.

2.  On 22 January 2007, the Region 3 ExCom  will be requested to endorse a 
change in the requirement to send all proposed R3 Bylaw amendments to the 
section chairs at least 60 days in advance of the region committee meeting 
at which such amendments will be considered.  It is proposed to change the 
60 days to 20 days which will bring Region 3 in line with the majority of 
all other IEEE regions and decrease the delay in obtaining approval of 
changes by the Region 3 Committee.  If endorsed by the ExCom, this item will 
be sent to the Region 3 Committee and added to the action agenda to be voted 
on by the Region 3 Committee at their SoutheastCon 2007 meeting in Richmond, 
VA.

3.  I have requested the assistance of the Region 3 Communications Committee 
in updating and revising the Asynchronous (e-mail) Voting Procedure. 
Hopefully, the revised procedure will improve and clarify the process.

The SPC plans to incorporate all approved changes to the Region 3 Bylaws and 
Operations Manual and a draft version of the amended Bylaws and Operations 
Manual available by June 2007.  To accomplish this major task the assistance 
of some ExCom members will be required in revising the responsibilities of 
committees and subcommittees.  Your support will be greatly appreciated.
