Subject: R3 ExCom - SPC Report for 3/12/2007 Meeting

Region 3 Bylaws 2007 Amendment --- 

A draft version of the Region 3 Bylaws has been developed that incorporates
all of the changes required as a result of the action taken by the Region 3
ExCom and the Region 3 Committee through 31 December 2006.  It also
includes two pending action items to be voted on at the March 25th Region 3 
Committee Meeting at SoutheastCon 2007.

The two pending items are:

1.  Change the requirement to send amendments to our Bylaws from 60 days to
20 days in advance of the Region 3 Committee meeting at which such
amendments will be considered. (Endorsed by the R3 ExCom on 11 December 2006
and sent to the R3 Committee for review on 14 December 2006).

2.  Make the review of our Region 3 financial records by the Region 3 Audit
Committee an annual requirement.  This item does not impact our Bylaws but
does our R3 Operations Manual. (Endorsed by the R3 ExCom on 1/22/2007 and
sent to R3 Committee for review on 1/22/2007).

Assuming the R3 Committee approves the two pending items above, a final
version of the R3 Bylaws will placed on the R3 Web site replacing the
existing version as Amended in 2002.

Standing Committee Review Schedule--

Four new Standing Committees have been added to the Region 3 ExCom.  A new
schedule has been developed by Roy Harris, Chair of the Special Review
Committee which incorporates these committees and attempts to observe the 6
year between review cycle rule as close as possible.  The proposed schedule
has been approved by the SPC.  We are requesting the ExCom to vote to
approve it at the 12 March 2007 ExCom Meeting (e-conf).

Asynchronous (e-mail) Voting Procedure --

The SPC requested the assistance of the Region 3 Communications Committee in
updating and revising the Asynchronous (e-mail) Voting Procedure.  The
committee has complied and the URL of the revised procedure was sent to the
R3 ExCom and R3 Committee on 21 February 2007 for review.  The SPC endorses
this revised procedure and encourages the R3 ExCom and R3 Committee to
approve it at their next meeting.

Region 3 Operations Manual 2007 Revision --

A draft revision of Operation Manual has been started to incorporate all
of the changes required as a result of the action taken by the Region 3
ExCom and the Region 3 Committee through 25 March 2007. This will
require a major effort by the SPC as well as many of the ExCom Standing
Committee and Subcommittee Chairs. A list of items that need revision
has been prepared by the SPC which indicates the item and the
responsible ExCom person for providing the proposed revision. Following
the Region 3 Committee meeting on 25 March 2007, the SPC will e-mail a
copy of the portion of the existing manual that needs revision to
responsible person and request their action.
