I thank Region 3 and ExCom members who have submitted their reports prior to the meeting
according to the guidelines posted on the web. These reports are posted to the web linked
with the agenda. These written reports when read provide an important communication
function for the region and its members. This will also serve as the archival mechanism.

For those who have not reported their participation plans, please do so on the web using
the form that you can get to from the page
https://www.ewh.ieee.org/reg/3/excom/meetings/2007-0910/
Go to the administrative section, enter your e-mail address, and hit "submit travel plans!".
You can also revisit this form if you want to modify plans.

Also available on the web (linked from the agenda) are the minutes of the Spring 2007 Region
meeting and the minutes of the last ExCom meeting which were distributed after the meeting. 
The official approval of the minutes are on the appropriate consent agendas.

Since 1998, the Region 3 ExCom meeting announcements, agendas, and minutes
have been posted to the web under the structure https://ewh.ieee.org/reg/3/excom/meetings .
Under this space is a directory yyyy-mm or yyyy-m1m2 (yyyy is year, mm is month,
m1m2 is month 1 and month 2 if the meeting spanned the boundary between
months).
