I have made changes to both the "style" and the workflow for handling 
agendas so let me know if you find errors.  Filenames for repeating elements 
should be more consistent in the future.  I have also modified the look a 
bit to be closer to IEEE's present pages.  I did not go to the extremes 
they have in order to keep the file size small and clean.

Since 1998, the Region 3 ExCom meeting announcements, agendas, and minutes
have been posted to the web under the structure https://ewh.ieee.org/reg/3/excom/meetings .
Under this space is a directory yyyy-mm or yyyy-m1m2 (yyyy is year, mm is month,
m1m2 is month 1 and month 2 if the meeting spanned the boundary between
months).

Please watch for information about the Region 3 Meeting in Huntsville and promptly make
your travel plans and hotel reservations.

Thanks to everyone for the commitment you have made towards making IEEE a valuable
