Beginning with the February ExCom meeting, I have made changes to both
the "style" and the workflow for handling agendas so let me know if you
find errors. Filenames for repeating elements should be more consistent
in the future. I have also modified the look a bit to be closer to IEEE's
present pages. I did not go to the extremes they have in order to keep
the file size small and clean.

Since members have only recently received the ExCom minutes from
February, the approval of the minutes is an action item rather than
a consent agenda item.

As noted in the e-mail invitation sent to members of the ExCom (and CC'ed
to the Region Committee), the ExCom will be trying a new communications
bridge at the next ExCom.  This bridge accommodates 50 participants and
allows Skype users special access such that there are no per-minute
charges for the Region (or the Skype user).  The bridge does accommodate
normal dialers but hopefully most can move to Skype either this meeting
or the next meeting.

Since 1998, the Region 3 ExCom meeting announcements, agendas, and minutes
have been posted to the web under the structure https://ewh.ieee.org/reg/3/excom/meetings .
Under this space is a directory yyyy-mm or yyyy-m1m2 (yyyy is year, mm is month,
m1m2 is month 1 and month 2 if the meeting spanned the boundary between
months).

Thanks to everyone for the commitment you have made towards making IEEE a valuable
member-driven organization!
